UWC Overview • 5 INGOs building upon collective expertise • Oxfam: • Lead agency in Liberia • Gender, Protection, WASH, Advocacy, Partnership • Concern: • Equality, prevention of Gender Based Violence, Disaster Risk Reduction, participatory community development • GOAL: • Urban Sanitation and Community Development • ACF: • WASH, Advocacy, DRR (cholera prevention) • Save the Children: • Advocacy, WASH, Child Protection, Emergency Preparedness WHO WE ARE
UWC Strategy • Start February 2010 • 3 to 5 year period Strategy • Target is 750,000 beneficiaries in 47 sections of Freetown including 15 slums • Forecast budget of £10.5m for the first 3 years, with £4m secured from DFID • Work with local institutions who will continue after the consortium strategy APPROACH
UWC Strategy • To support the GoSL to • improve the health status of selected vulnerable Freetown urban communities • attain water, sanitation and health MDGs • Improve capacity in handling disasters and emergencies such as flooding and cholera GOAL • Vulnerable Freetown communities have • greater access to basic WASH services • better coping mechanisms • greater ability to influence GoSL stakeholders to meet the WASH MDG and PRS targets PURPOSE
UWC Approach • 5 INGOs committed & linked through formal MoU • Oxfam: an experienced lead agency • 3 of the 5 agencies experienced in Liberia consortium • A strategic management board established • A technical advisory committee to agree implementation standards en route • Consortium Coordination Unit MANAGEMENT
Why a Consortium • Combining knowledge and experience of working in Sierra Leone • Building an harmonious strategy • Sharing learning to develop innovative solutions • Advocating and campaigning on WASH issues • Increasing accountability by peer reviews • Providing a single funding point • Improving sectoral coordination and decreasing overlaps ADDED VALUE
