  1. AGENDA POLÍTICA(ARQUITETURA INSTITUCIONAL DA METRÓPOLE) 1. Caracterizar o ente intergovernamental associado, para a governança metropolitana; 2. Dar representatividade política ao cidadão metropolitano, que não tem como reivindicar suas expectativas por oportunidades que só a metrópole oferece; 3. Instituir legislação uniforme nas metrópoles, para assegurar instrumentos eficientes, sobretudo de controle urbano; 4. Instituir realidade fiscal e orçamentária que viabilize a execução de funções públicas de interesse comum; 5. Regulamentar matéria sobre receitas metropolitanas; 6. Homogeneizar as transferências constitucionais aos Municípios de região metropolitana, assegurando-lhes prioridade na alocação desses recursos para a execução de funções públicas de interesse comum; 7.
