  3. Description • SMART is a DoD Civilian Scholarship-for-Service Program • Part of the National Defense Education Program (NDEP) • Funded through the Office of the Secretary of Defense • Open to recruitment and retention (current DoD employees) candidates Managed by the Naval Postgraduate School

  4. Purpose Science and Technology workforce is aging/retiring There is extensive competition for talent Government facilities have a recruiting disadvantage SMART can help level the playing field 4

  8. Eligibility Requirements U.S citizen 18 years of age or older Minimum cumulative GPA of 3.0* Pursuing degree in one of STEM disciplines Able to participate in summer internships** Willing to accept post-graduation employment w/DoD Can accept both recruitment and retention scholars 8

Participant Benefits Full tuition at any accredited college or university in the U.S. Annual living allowance of $25,000-$41,000 Paid summer internships (paid as additional stipend) Health insurance Book allowance of $1,000 per academic year Mentoring Post-graduation employment placement w/the DoD 1:1 Post-Graduation Service Commitment 9

Facility Actions • Establish a facility POC, Facility SMART Management Team, and Human Resources POC • Create internal policies to establish selection criteria • Create procedure for Retention Participants • Involve Human Resources personnel from the start to assist in hiring and access requirements • Provide each Participant with an appropriate mentor

Accurate Projections & Selection Prepare accurate short and long-term workforce projections prior to 1st Round of selection Select applicants whose graduation timelines, disciplines, and research interest match facility needs Conduct interviews with potential nominees to ensure compatibility with facility prior to nomination When a facility nominates an applicant, it commits to providing a mentor, internship and post-graduation employment 19

  20. Meaningful Internships Provide structured, meaningful internships Use internship periods to orient Participants with facility and prepare them for post-graduation service Provide written feedback on intern performance by completing SMART Internship Evaluation forms 20

  21. Internship Details • Multi-year Participants complete internships each summer • 10–12 weeks • Structure of internship is up to facility

Post-Graduation Employment Prepare facility for hiring Participants promptly after graduation Negotiate salary, benefits, and relocation costs directly with Participants Communicate early and often with Participants regarding application and hiring processes The SMART Program Office & service liaisons are here to help 22
