  2. Purpose • Make NPS administrators and faculty aware of the opportunities to bring civilian Scholarship-for-Service students to NPS in the SMART Program. Explain the SMART Program mechanics to you. • Obtain your help in informing NPS faculty on SMART • Encourage YOU and your faculty to recruit top candidates at Army, Navy, Air Force, and DoD Labs, SYSCOMS, PEOs, etc. and other universities and have them apply to • SMART (www.asee.org/SMART) AND • NPS (www.nps.edu/admissions) • Ask for your help in contacting Navy/DoD Laboratories and letting them know about how NPS can help with their workforce development * Have their employees apply to NPS/SMART as “retention” candidates * Select SMART “recruitment” students NPS!

Overview of SMART • SMART is a civilian scholarship for service program offered by the Defense Department to fill critical workforce requirements by helping to educate the S&T leaders of the future • Students must be U.S. citizens able to hold a SECRECT clearance in a STEM (Science, Technology, Engineering, and Mathematics) field, pursuing BS, MS, or Ph.D. • Highly competitive selection process (2,000 applicants for 300 slots) • Generous stipend, benefits, full tuition, books, etc., while in school • One-to-one obligated service at a DoD lab/etc. upon completion • Students must apply on line August 15 to December 15, 2009 for Fall 2010 start

National/NPS SMART Numbers • Number of new SMART Students in year * 2005 - Pilot program conducted * 2006 - Program made permanent (33 students, 0 from NPS) * 2007 – First full year (107 students, 0 from NPS) * 2008 – Large growth (179 students, 2 from NPS) * 2009 – Stable (263 students, 8 from NPS) * 2010 – Reach Steady State ~300. Like to have 5-10/yr at NPS. The Educational Deal of a Lifetime • Full tuition and related educational fees at any accredited U.S. college or university INCLUDING NPS!!! • Generous Stipends while in school for recruitment candidates $25K for BS $38k for MS $45k for Ph.D. • Health insurance and book allowance ($1,000/year) • Paid summer internships at DoD laboratories or facilities • Degrees funded: BS, MS, and Ph.D. Dual degrees also: BS/MS and MS/Ph.D.

  7. How SMART Works at NPS • Students apply and are accepted to an accredited U.S. college or university. For NPS: www.nps.edu/admissions • Students apply separately to SMART at www.asee.org/smart • Students are ranked by panel and then the top half are selected by, and matched to, Service and DoD laboratories • During award period, * For “recruitment” people - hired by NPS and receive salary, health and other employment benefits and pay tuition * For “retention” people (already DoD employees) the SMART Office will MIPER their home command the funds (stipend +30% for bennies, plus $1k for books) to cover part of their salary, etc. • Students serve as summer interns at assigned DoD laboratory • After degree completion, student begins full-time work to fulfill employment commitment

Internships and Mentors Internships • Students are typically required to complete an on-site internship at a DoD laboratory for a minimum of 10 weeks per year • SMART pays for travel costs and basic living expenses DoD Mentors • A DoD mentor is assigned to each student to help the student become more familiar with the laboratory and to coordinate internships • DoD mentor may be able to help with certain aspects of your academic career such as selection of electives

Obligated Service • When accepting a SMART scholarship student must sign an obligated service agreement • Agreement requires a 1:1 DoD civilian employment commitment e.g. for 3 years of funding, required to work for DoD for 3 years • Agreement has a “tracking” clause requiring you agree to complete surveys about your employment status for up to 10 years after graduation

Eligibility Requirements All awardees must be: • U.S. citizen or U.S. National w/ability to hold security clearance • 18 years of age or older as of 1 August 2009 • Able to participate in summer internships at DoD laboratories • Interest in working for the DoD after graduation • Minimum GPA of 3.0 (3.6+ generally needed to be competitive) • Pursuing a degree in a STEM discipline • Demonstrated interest in research Additionally: • Graduate applicants must have take the GRE within 5 years of application deadline • SMART is also open to existing DoD employees – retention and workforce improvement

Graduate Applicant Ranking (Panel) • Application Materials Considered Grades (official transcripts required) GRE Scores CV with work experience and research Recommendations Essays • The Essay is Critical Take time to demonstrate you know what the labs do and have thought about which ones you would like to work for. * For recruitment candidates: The essay must address why you want to work for the DoD. * For retention candidates: The essay must address why the SMART education will provide benefits to the DoD.

  13. How you Can Contribute Work with people in leadership in Labs, SYSCOMS, PEOs, etc. and see if their are aware of and participate in SMART. SMART Selection Timeline • August 15 - December 15, 2009 Applications accepted on-line • January 2010 Applications evaluated and ranked (not selected) by panel of subject matter experts (approx. 50% from academia and 50% from DoD) We would like to include NPS faculty on this panel. Great opportunity to interact with members of the DoD S&T research community. • April 2010 Award letters sent to students • July 2010 Annual participant orientation workshop in Monterey, CA

  16. NPS SMART Facts • No Application to SMART/NPS 2005, and 2006 • Ten (10) applications in 2007, but only 7 complete, and only 2 in top half. Only one (1) came to NPS in OR. One transfer to MOVES. • This year (2009) was a break though year, thanks to YOU! Eight (8) new SMART Students. Total of 10 at NPS. • Need to get more top-tier candidates. These are: * 3.6+ GPA from top schools * 70 percentile+ on all sections of GREs * Publications and recommendations • Department Chairs and Faculty need to work with Labs to have NPS students selected or have their employees sent here under SMART funding

More on NPS SMART • Statewide student newspaper campaign, UCs, Stanford, USC,… • Created NPS-SfS recruiting posters – * Mailing about 200 to 20 West Coast Universities. * Asking each NPS Chair to mail 10 posters nationally * Chairs should work with Labs - To have their employees apply to NPS. - To pick our students that are applying from elsewhere. • Contact Chairs to have their undergrads/grads apply to NPS. • Special SMART/NSI application form at www.nps.edu/admissions • Need to do more: job fairs, direct marketing, etc. • Provost has agreed to have half of the $32k tuition go to the departments. This is a limited time offer! Hurry while it lasts!

Summary • SMART is a great way to increase the number of fully funded technical students in both Masters and Doctoral programs at NPS. • I would like your help in working with DoD Labs to have their best employees apply to SMART and NPS • Work with DoD Labs to have their employees apply for SMART/NPS and to ask them to select NPS/SMART students • Please encourage top prospective students who want to work for DoD to apply for SMART/NPS • Please have one of your faculty come to DC to help with the evaluation panel. • For More Information … www.asee.org/smart and www.nps.edu/admissions
