National Hydrology Project (NHP) Project Development Objective: To improve the extent, reliability and accessibility of water resources information and to strengthen the capacity of targeted water resources management institutions in India.

What is new under NHP? • National Water information system • Standardization of RTDAS • Integration of state and central data and make it accessible to states in river basin scale through establishment of NWIC. • Introduction of state WRIS • Improve accessibility through use of Cloud based database management, web-based applications, standard telemetric system including INSAT, VSAT. • Minimize duplicity for all including spatial and temporal data • River Basin approach – collaborative modeling • IWRM & Water budgeting for River basin with information on water availability in tributaries, streams level • Flood forecasting & Inundation Modeling

To establish and integrate a country-wide hydro-met monitoring network system: Proposal for development of additional modules of centralized database management software: Automatic Data acquisition system for both SW & GW SMS based Applications Module for communication of Data Module for Inventories of H.O & Met equipment at each site. Water Resources Information Products • The states should follow the IndiaWRIS standards for integration, • The purpose of State-WRIS is to “serve” and exchange with other stake holders such as Drinking, Agriculture and watershed department. Development of State-WRIS Digitization of Water related data
National Water Informatics Centre • Objectives of NWIC • To create the GIS platform with the participation of all the Implementing Agencies. • India-WRIS is envisaged to play the pivotal role. • Institutional linkages for sharing of data through web map services/web feature services. • Maintenance, updation, and management of national level water resources database and generate new data sets. • Dissemination of customized Information and application products for various applications (DSS etc.). • Develop platform for web based data processing and services • Capacity building activities • Collaboration with National and International Institutes

B: Digital Terrain model • Entire India: • Existing IndiaWRIS in process of acquiring 10 m. • Will aim to improve to 3-5 m using existing information or Satellite based remote sensing based information. • LIDAR is proposed for inundated area for 0.5 m DTM. • NPMU is coordinating with NRSC to avoid duplicity. • States need to coordinate with other state departments to acquire LIDAR imageries if already taken. Proposed for LIDAR under NHP LIDAR done by NRSC

Advanced flood forecasting with improved lead time Focus will be on identification of Flood Prone area and development of forecast with more than 3 days lead time 21

Water Resources Management • Challenges : • Trans-boundary issues (international/inter-state) • Increasing Demand for water and competition for water among the different sectors • Inefficient Water Management • Drought • Floods • Deteriorating water quality
IWRM Studies • Approach Proposed under NHP • MoWR, RD&GR - responsible for developing the river basins assessment and planning systems at Macro level (River basin level) • main stream and first order tributaries of the river; • major and medium reservoirs in the river basin etc. • The States - responsible to develop detailed Micro level (sub-basin level) river basin assessment & planning tools. • 2nd and higher order tributaries of the river; • Medium and minor schemes in the river basin etc. • Though both the Macro and Micro level systems will be standalone, yet integrated. • National Water Informatics Centre (NWIC) to provide all the data available with them to the States for the development of Micro level models.
IWRM STUDIES EoI for IWRM Study in Krishna, Godawari & Mahanadi basin has been floated – under evaluation Other basins are also in pipeline. Development of systems for Integrated Flood Forecasting 1-D Modeling with lead time of 3 days for Flood Prone area of entire country is almost completed and model will be tested in the coming monsoon season. Bid document for development of dashboard has been prepared. 2-D modeling will be carried out in collaboration with NRSC. The delivery of 10-m DEM from SoI has started. COMPONENT C – PRESENT STATUS
Purpose Driven Support Specialized studies – R & D component • Some key topics includes: • Salinity intrusion in coastal aquifers • Cloud burst • Glacier Lake Outburst Flood (GLOF) • Water Quality Studies • Irrigation system benchmarking • Effectiveness of groundwater recharging • Impacts of checkdams on flow regime of rivers/ rivulets • Dam Break Analysis

Component – D (Institutions Capacity Enhancement) Water Resources Knowledge Centre River basin modelling/ Excellence centers: - Krishna / Mahanadi / Damodar - Goa Groundwater modelling center: AP/Telangana Centre of Excellent for Water Management - North East Centre of Excellence for Water, Guwahati - CWC Centre of Excellence, Hyderabad Facilitate knowledge exchange: With internationally reputed Institutes - States may consider reforming WALMIs Centers of Excellence does not mean construction of state of art “Building” only. “Excellent water managers” who could work on water related issues and exchange best practices are must for these Centre of Excellence. Major Challenge would be to establish a center that can continue after NHP
Professional Development Training - Training need assessment of Implementing agencies - Customized training - National level training - International training - Web-based training courses Study tours (International/ National) for cross learning Involvement of local universities for capacity building (identifying local universities by State IAs to build their capacity) Development of Master Degree course in Water Resources/ Flood Management in collaboration with IITs. Development of Centre of Excellence for R&D Collaboration with international institutions (UNESCO-IHE, UNESCO WATER, ICE-WARM etc)
Issues Need Attention • Status of Hydro-met system installed during HP-I & HP-II and Need to explore possibility of procuring Data Services • Finalisation of Hydro-met Sites – details of proposed sites along with longitude & latitude Two options Option 1: Commission Hydromet system • Framework Agreement for empanelling the make and models is almost ready by CWC. • IAs will procure integrator services. IAs will prepare financial bid along with the framework agreement for newly proposedHydromet stations. However duplication should be avoided. • IMD data: CWC & IMD is having MoU for sharing of data. Option 2: Procure data services • Some firms are already providing services for AWS (Agriculture/insurance department). • Now some firms are showing interest for GW Data/ HIS as well.
Issues Need Attention • Creation of State Nodes of WRIS - Actions for States • Administration and policy • Match data policy with National Data dissemination policy. • Sign MOU with other departments such as Agriculture, drinking water supply and others to exchange the information and serve through development of applications. • Minimize duplicity • Weather data is collected by several agencies: agriculture, revenue, disaster, university: can we all integrate and use this project to fill the gap. • Join Central portal • Join central web database management and IndiaWRIS.
