5. Two essential guiding principles: use of country fiduciary systems; successful models developed and implemented across various states in India (e.g. NRLM). National Project Management Unit (NPMU) is responsible for implementing NHP Planning and Budgeting: Each Implementing Agency will prepare PIP, AWP &PP PIP and AWP to be appraised by NPMU Secretary (WR, RD&GR) shall approve AWP and PP. 7. Fund Flow Arrangements (being proposed): An MoU/MoA will be signed between Centre/WB and the each IA MoWR, RD&GR will release funds to State and Central Implementing Agencies against AWP. Funds will be released in two tranches each year through direct transfers into State Implementing Agencies’ bank accounts specifically opened for NHP. For all fund releases following the first tranche, the State and Central IAs will be required to submit audit reports and utilization certificates, as per established GoI procedures. 1. 8. External Audit: The annual statutory audit of NPMU (MoWR, RD&GR) will be conducted by the Comptroller and Auditor General (C&AG) of India as per standard terms of reference and prevailing norms. The audit reports will be submitted to the World Bank by 30thof September every year. The annual audit report will consist of (i) audit opinion, (ii) annual financial statements and (iii) management letter highlighting significant issues. NPMU will implement a regular system of review of audit process, including audit observations and monitoring compliance of the observations. 1. Financial manual – salient features 8

Cabinet has approved the creation of National Water Informatics Centre as an independent organization directly under MoWR, RD&GR Section 9A of Interstate River Water Disputes Act, 1956 (IRWD Act) under Article 262 Central Government shall maintain a data bank and information system at national level for each river basin. State governments shall provide all the data regarding water resources, land, agriculture. Central government is also vested with powers to verify the data supplied by the state governments. Mission: To provide support to all organisations and citizens with upto date and reliable water data and information through India-WRIS on a GIS platform in Public Domain To develop value added products and services for all aspects of integrated water resources management through research, capacity building, linkages, outreach and better governance in water resources sector. To provide support to National GIS planned to be created by DST with the participation of all the ministries as a part of Digital India initiative. 2. NWIC 10

Functioning: In principle approval of cabinet for creation of 39 Posts CWC, CGWB and ISRO/NRSC/NIC Some posts from RD Directorate and RS Directorate of CWC, NDC of CGWB also to brought under NWIC Services of Earth Receiving Stations from CWC shall be provided to all IAs free of cost. Data Acquisition System module under eSWIS shall be used free of cost by IAs for transmission of data. 16. Technical Assistance and Management Consultants Objectives: To support the NPMU in the implementation of the project. Provide support to all implementing agencies to assist with project planning, procurement, technical developments, training and capacity building.
