What is the traditional meaning of the word “terrain”? • The contours of a particular land area. • The territory of a country. • The geographical landscape of a planet. • All of the above.

Step 3:Define the Terrain Know the Terrain • Where a “battle” will be fought… • “Tactical mapping” – CVTs initial map (on the issue of torture) diagrammed over 400 relationships (or “points of contact), from the highly local to the international levels.

Tactical Map Benefits • Every relationship (or point of contact) – is a possible place to begin an intervention • A much wider array of tactics would be needed to engage these potential actors

Creating a Tactical Map • There are FIVE steps in creating a tactical map.

STEP ONE: Determine the center relationship 1 Person 1 Person Center Relationship
