PASS Execution Summary • Program received plus up of $70M+ over the FYDP in POM-12 • POR funds ~95% of total requirement • FTE ceiling limits ability to execute labor per phasing plan • No flexibility in adding requirements to ISSOP contract • Due to perceived bundling, NAVSUP changed ISSOP contract from a single vendor to eight regional vendors (GBS) • From time and material to firm-fixed price contract • Locked requirements in for one year • Awarded late and under-executed for 6 months • Plan to close execution gap • QIV/Training per OPNAVINST 1000.23C • Contract for TRIM implementation and scanning of retains • Overall Navy pay transaction timeliness continues at 97% • Anticipate potential performance decline due to attrition of 208 PSs by end of FY-12 [PS extensions expire]
