The Challenge Because Chemical terrorism has the potential of being Contaminating Terrorism, the Division believed that preparedness and response for a chemical or radiological incident would be somewhat different from that for a natural disaster.
The DEODC Response Plans The Response Plan A written document that explains what the Division intends to do The Operation Plan An action document, the blueprint for actually carrying out the response
Education and Relationships • Regional Seminars • Peer Group Meetings • Exercises
Regional Seminars Purpose of Regional Seminar: • Build cooperation through personal contact • Educate the entire response effort about the roles of individual agencies • Promote the value of considering Public Health from the beginning.
Peer Group Meetings We seek out other agencies. We share our plans and ask about theirs. Examples are: State divisions of Food and Radiation Safety, and Drinking Water and Environmental Management Federal departments of Environmental Protection, and Food and Agriculture Law Enforcement on the State and Federal levels.
Exercises (Drills, Tabletops) Find out how the Plan works. Test it! • Example 1 • Example 2 This is always educational
Continuing Development DEODC will continue to: • Educate itself and the other participants in California’s preparation and response to chemical terrorism. • Involve new partners in order to build the most comprehensive response to chemical terrorism or chemical events. • Practice and refine its Response Plan and Operation Plan through repeated exercises
