Comprehensive Explanation • Area of applicability: AllECAC States • Initial Operational Capability (IOC): 01/2011Full Operational Capability (FOC): 12/2016 • Establish a collaborative civil-military airspace planning at the European Network level by: • Integrating ASM and ATFCM processes into the day of operations, • Maximising use of capacity available and improved updates of the airspace status, • Consistent application of FUA Concept across Europe, • Developing and implementing of ASM/ATFCM processes and supporting tools at national, sub-regional and European levels. • Objective related to the new AOP21 Note: This objective contributes also to the implementation of the FUA Regulatory Requirements (Regulation 2150/2005). What is new or has changed since LSSIP 2012 • New FOC date: 12/2016 (instead of 12/2015) • No changes to existing SLoAs • 2 new SLoAs (applicable to the Network Manager) • AOM19-NM01 - Develop System and procedures for an improved ASM/ATFCM process – finalisation date 12/2015 • AOM19-NM02 - Upgrade NM systems to allow exchange in real-time of ASM information – finalisation date 12/2016 ESSIP Plan 2013 / Objective AOM 19

Most important SLoA(s) • AOM19-ASP02 - Implement CIAM Phase 1 should have beenalready completed (finalisation date 12/2010). • AOM19-ASP03 – Implement CIAM Phase 2 should have beenalready completed (finalisation date 12/2011). • Each SLoA should be fulfilled in accordance with the relevant provisions of the CFMU Handbook, the ERNIP Part 3 - Handbook for Airspace Management, the EUROCONTROL Specification for the application of the FUA ESSIP Plan 2013 / Objective AOM 19

ESSIP Report 2012 • More than three quarters of the States have plans to implement this objective according to the agreed timeframe. • The implementation progresses well in the States with high traffic demand/complexity and/or high level of military airspace users activity. • Interest in implementation of this objective is slightly lower in the states with low traffic demand/complexity and/or low level of military airspace users activity, notably with regard the implementation by the military stakeholders. • Stakeholders reporting “NO PLAN” or “NOT APPLICABLE” should duly justify this status.
