Comprehensive Explanation • Area of applicability: AllECAC States • Initial Operational Capability (IOC): 01/2012Full Operational Capability (FOC): 12/2018 • Items to be implemented are: • Common rules and principles for OAT and OAT/GAT interfaces • Harmonised OAT FPL (ICAO format) • Migration of Military AIS to EAD • Implementing European OAT – IFR Transit Service (OATTS) • AOM13.1 is: more than integrated (Civ-Mil) ATS provision and not only EUROAT Specification • Main aim is to harmonise handling of OAT (traffic which can not /doesnot fly as GAT). • Phased approach in implementation of harmonised handling of Operational Air Traffic (OAT) & General Air Traffic (GAT); ESSIP Plan 2014 / Objective AOM 13.1

Link to European ATM Master Plan After the revision of the ATM Masterplan in 2012, the objective AOM13.1 now covers two SESAR OI steps: OI step - [AOM-0202] – Enhanced Real time Civil-Military Coordination of Aispace Utilisation OI step - [AOM-0301]-Harmonised EUROCONTROL ECAC Area Rules for OAT-IFR and GAT Interface ESSIP Plan 2014 / Objective AOM 13.1
Most important SLoA(s) Clarification of some SLoAssequence : • The EUROCONTROL Specification for ECAC Area Rules for OAT-IFR has been published and distributed to the states which nowact upon it (SLoA AOM13.1-REG01 and AOM13.1-MIL02). Finalisation of REG01 and MIL02 will enable production of implementation version of EUROAT (a single set of rules). Since OAT is a matter of national sovereignty, the intended achievement to conduct OAT-IFR in Europe under a single set of rules will depend on the magnitude of national implementation. The “single set of rules” can have “published known” national differences in it. ESSIP Report 2013 • Almost 1/3 of Stakeholders report either “Not Applicable” or “No Plan” with the argument of no operational need or that the objective is still under review. • Some justifications for no operational need state: • A level of OAT flights does not necessitate the application of such rules and procedure • There is no fixed wing aircraft in the respective national Air Force • However, Objective AOM13.1sets harmonised rules for handling of OAT IFRflights in controlled national airspace of an FIR, but also at FAB level, regardless of the aircraft/ OAT flight nationality. • As most of the ECAC States are NATO Member States, thereare OAT IFR flights of foreign military aircraft through national airspaces/FAB airspaces.The national Air Forces need to know beforehand what set of rules to expectto pursue their operations/(joint) military exercises in another national/FAB airspace.
