  2. Review of Implementation of MDMS in Rajasthan(Primary + Upper Primary)(1.4.2017 to 31.03.2018) Ministry of HRD, Govt. of India

  3. Best Practices • Additional Contribution (Rs.200 per month per CCH) in the honorarium to Cook-cum-Helpers. • Seasonal Fruits provided once a week. • 344 meetings of District Level Steering-cum-Monitoring Committee meeting against 396 mandated meetings. • More coverage against PAB approval (102% in Primary and 101% in Upper Primary. • LPG in 97% schools.

  4. Issues • State did not participate in the appraisal • 73% coverage against enrolment both in Primary and Upper Primary. • Delay in the construction of kitchen-cum-stores • Data of kitchen-cum-stores needs reconciliation. • Honorarium paid in Cash (Bikaner) and by cheque (Bhilwara, Bundi and Karauli). • 18 sample out of 74 found below norms. • 7% schools uploading daily data in AMS. • . • .

  5. Innovations etc. • It is proposed that the States and UTs may also be given flexibility to utilize, with prior approval of MHRD, 5% of their Annual Work Plan & Budget for new interventions provided they are not included under any of the Central or State Schemes and there is no overlapping of activities. This is subject to CCEA approval. • Some of the suggested innovation may be in the field of Water filters, kitchen gardens, provision of LPG connections, use of millets etc. These are only illustrative and not exhaustive. • Community participation. • Meetings of District committee headed by Dist. Collector.

  13. Kitchen –cum-Stores The State has proposed to surrender the central assistance for 20837 ( 15970 kitchen-cum-stores sanctioned in excess of the number of schools and 4867 schools for which construction is yet to start ). The State proposes to construct 4867 kitchen-cum-stores on plinth area norms @ Rs.4.80 lakh per unit for which central assistance of Rs.233.62 Cr. has been proposed. But there are inconsistencies in the data furnished by the State.

  14. Kitchen cum Stores The data furnished in AWP&B 2018-19, shows construction of less number of kitchen-cum-stores against the information provided during the previous years. Therefore, State Government may reconcile its data with information submitted earlier.
