Panorama of the implementation of the european programmes in France for 2014-2020 • On the national level : • Organisation of the concertation and preparationof the partnership agreement • Coordination of the elaboration of the programmes between EU level and regionallevel • Elaboration of national programmes : technical assistance programmes, ESF and EMFF programmes • On regionallevel : • transfer of the managingauthority to the regionalcouncil for ERDF, EAFRD and part of ESF • Official decision about the french organisation : april 2013

Panorama of the implementation of the european programmes in France for 2014-2020 • 40 programmes ERDF and / ESF • 38 atregionallevel: • 38 is minimum number : includingmultiregional programmes • itdepends if the regionalcouncilchoose to build a mono fund programme (ERDF or ESF) or a multifund programme (ERDF + ESF) • 1 ESF at national level (for employment and inclusion) • 1 ERDF / ESF at national level for technical assistance • 28 EAFRD programmes : • 27 atregionallevel • one at national levelfor technical assistance and rural network • 1 EMFF programme

About evaluations • The coordination of ex ante evaluationis a necessity • Preparation of modelsof terms of reference for ERDF and ESF for : • Ex ante evaluation • Strategicenvironmentalassessment • Adaptation of thesemodels on eachregion in accordance with the programme (one fund or 2 funds) • For EAFRD : use of the documents of DG Agri • At the national level and for the partnership agreement : • Summary of the ex ante evaluations (template point 1.2) • Training in april 2013 for the managingauthorities • Methodology of ex ante evaluation, links with SEA and programmes • Benchmark about evaluationsin regions • Organisation of seminars about monitoring and evaluation
