Role of evaluators Dual role: supporting MA and the Commission Sometimes confusion betweenevaluating and drafting, sometimesevaluations as a formality • Involveprogramming services upstream in the ex ante evaluationexercise • Allow contacts betweenevaluators and policymakers/negotiators
