“One Person One Vote” The total deviation (the difference between the size of the largest and smallest Division) for the current District is approximately 4%. This is lower than the 10% standard established in Larios v. Cox, 300 F. Supp. 2d 1320 (N.D. Ga. 2004) for local Divisions. The overall Districts deviation is calculated by comparing the most populated division (highest deviation) to the least populated division (lowest deviation).
CVRA The federal Voting Rights Act (VRA) is the other significant federal law as relates to redistricting. It protects the voting rights of minority groups who have historically had their voting power diluted by the redistricting process. Specifically, Divisions 4 and 5 both have Latino CVAP’s over 50%. Division 1 has a Black CVAP over 50%. Alternative configurations would allow for three Divisions to have Latino CVAP over 50%. However these would almost certainly result in the Black CVAP in Division 1 falling under 50%.
