Health and Social Care Act 2012 For pharmacy, the important features are : • Pharmaceutical lists will be maintained by the NHS Commissioning Board • The Board will commission the nationally negotiated pharmaceutical services. • Pharmaceutical Needs Assessments will be developed and published by the Health and Wellbeing Board. • The Act also makes an amendment to the PNA based market entry test– providing the NHS Commissioning Board with the discretion not to grant certain applications in circumstances where a PCT will otherwise be required to grant them Berkshire LPC - Improving the Health of the County through Pharmacy
NHS Commissioning Board • Based in Leeds • Independent of DH – reports to Minister • Currently in shadow form- April 2013 • 4 Regional Offices: • North of England • Midlands and the East • South ( Andrea Young) • London Berkshire LPC - Improving the Health of the County through Pharmacy
Roles of NHS CB • To agree and deliver improved outcomes and account to Ministers and Parliament for progress. • To oversee the commissioning budget, ensuring financial control and value for money; • To develop and oversee a comprehensive system of clinical commissioning groups with responsibility for commissioning the majority of healthcare services; • To commission directly around £20bn of services including specialised services and primary care services (including holding around 35,000 contracts for primary care services); • To support quality improvement by promoting consistent national Quality Standards, a culture which promotes research and innovation and providing world class support for clinically led service improvement and leadership; Berkshire LPC - Improving the Health of the County through Pharmacy
Roles of NHS CB • To promote innovative ways of demonstrating how care can be made more integrated for patients; • To promote equality and diversity and the reduction of inequalities in all its activities; • To develop commissioning guidance, standard contracts, pricing mechanisms and information standards; • To engage with the public, patients and carers, champion patient interests and ensure patients have access to a wider range of information about services; • To develop a framework to make choice a reality for patients, setting out guidance in consultation with Monitor about how choice and competition should be applied to particular services; • To oversee planning for emergency resilience and lead the NHS operational response to significant emergencies; and • With its partners, develop a medium term strategy for the NHS, which alongside the local priorities developed through health and wellbeing boards, helps form the basis for local commissioning plans. NHS CB Regional Office • South of England Region- 7 LATs • Surrey and Sussex, Wessex, Thames Valley, South West, Bristol and Somerset, Kent plus Devon and Cornwall. • Main office in Reading (seeking new premises near station) • A presence in Taunton and Horley • Regional Director – Andrea Young Berkshire LPC - Improving the Health of the County through Pharmacy
Regional Office • Role will include: • providing development support to CCGs • monitoring finance and performance of CCGs • measuring outcomes • providing information and general communication • Feedback of good practice to national level • Hosting Clinical networks • Stakeholder engagement including HealthWatch Berkshire LPC - Improving the Health of the County through Pharmacy
Local CCGs • 7 CCGs currently in Berkshire • Working as two clusters – East and West • Clusters also working together to create Berkshire Commissioning Intentions plan • Accountable Officers appointed – Cathy Winfield (West) and Ala Webb (East) • Medicines Management team in East will be employed by the East CCGs Berkshire LPC - Improving the Health of the County through Pharmacy
Thames Valley LAT • Main office in Jubilee House, Oxford Business Park • A presence in Reading or Slough (tbc) • Senior members of team appointed • The core teams in TVPCA will be ‘ lift and shift’ (not restructured) under the Director of Commissioning in the LAT. LAT Functions All LATs will have the same core functions around: • CCG development and assurance • emergency planning, resilience and response • quality and safety • partnerships • configuration • system oversight All LATs take on direct commissioning responsibilities for: • GP services, • Dental services, • Pharmacy services • and certain aspects of Optical services; Berkshire LPC - Improving the Health of the County through Pharmacy
Commissioning Support Units (CSU) • NHS Commissioning Board (NHS CB) will host – provide oversight and direction to – CSUs • NHS BSA will be the legal employer of CSU staff. • All CSUs will work towards independence by 2016 • Services include finance, human resources and legal services plus commissioning intelligence and medicines management input. CS CSU • Central Southern Commissioning Support Unit is made up of: • The western Central Southern Commissioning Support Unit (CSCSU) geography includes Bath and North East Somerset, Wiltshire and Gloucestershire • The eastern Central Southern Commissioning Support Unit (CSCSU) geography includes Berkshire, Buckinghamshire and Oxfordshire Berkshire LPC - Improving the Health of the County through Pharmacy

Local Structure –Public Health • Director – Dr Lise Llewellyn • Bracknell Forest LA will host Director and small support team ( strategic role) • Consultant in each LA- reporting to Director of Adult Social Care and Health • Each Consultant will have a county-wide overview of a national topic e.g. Immunization Berkshire LPC - Improving the Health of the County through Pharmacy

Other Stakeholders to consider • Local Professional Network – still no movement locally but likely to be Thames Valley wide. Will be co-ordinated by LAT and will be task and finish group that advises LAT • Health and Wellbeing Board- each LA will have one. Will have strategic influence over commissioning decisions across health, public health and social care. Will make recommendations for joint commissioning and integrating services across health and care. Membership includes elected councillors, CCG leads and service leads. They will be responsible for JSNA and PNA. • HealthWatch- Independent consumer champion for health and social care.
