The challenge: Even if policies and efforts to reduce emissions prove effective, some climate change is inevitable; therefore, strategies and actions to adapt to its impacts are alsoneeded. Despite attribution of causes of climate change, we need to adapt.
EU Coesion Policy 2014 – 2020 • A menu of thematic objectives: • Research & innovation • Information and communication technologies (ICT) • Competitiveness of Small and Medium-sized Enterprises (SMEs) • Shift towards a low-carbon economy • Climate change adaptation & risk prevention and management • Environmental protection & resource efficiency • Sustainable transport & removing bottlenecks in key network infrastructures • Employment & supporting labour mobility • Social inclusion & combating poverty • Education, skills & lifelong learning • Institutional capacity building & efficient public administrations

Some definitions: NAS and NAP National Adaptation Strategy (NAS): • Involvement of stakeholders and decision-makers. • Analysis of possible mainstreaming of adaptation in the different sectorial policies. • Recommendations and guidelines to build up adaptive capacity in different sectors and at different spatial scales (national, regional and local) and to reduce societal costs. • Review after n years. National Adaptation Plan (NAP): • Implementation of NAS with governance and funding allocatton. • Evaluation of implementation.
EU WHITE PAPER: an agenda for adaptation • (Article 4 of the UNFCCC stipulates that every effort must be made to adopt national or regional adaptation strategies. ) • Framework of action in 2 phases. • Encourage the further development of National and Regional Adaptation Strategies with a view to considering mandatory adaptation strategies from 2012.
Adaptation Strategy 2013 - objectives • The knowledge objective: • furthering the understanding of climate change vulnerability/adaptation • improving the knowledge base • dealing with uncertainties • Feeds into the EU Climate-ADAPT platform • The facilitation and cooperation objective: • facilitating exchange between and cooperating with Member States, regions, cities and all other relevant stakeholders • providing guidelines for adaptation • The policy and market objective: • Integrating adaptation into EU policies • Use potential of market, market-based instruments and the private sector in strengthening adaptive capacity, preparedness and response actions

Italian NAS: the process The Italian Ministry for Environment, Land and Sea started the work toward a NAS. Feb. 27, 2012 – Preliminary Meeting, (IMELS, Roma)“Stato delle conoscenze riguardo ai cambiamenti climatici in Italia” July 6, 2012 – Agreement IMEL and CMCC (Euro-Mediterranean Center for Climate Change) for support to preparation of scientific – technical contens of NAS. 06/07/12
