Original Plan • The Environmental Study Report completed for the water supply system in December 2003 • Recommended the construction of three new treatment facilities and other upgrades to meet the new Safe Drinking Water Act. • The study also found that Tillsonburg has insufficient capacity to meet future peak summer demands
Low Water Response Plan • The plan was developed by the Province in 2000 to address low water conditions in times of drought • It specifies what a drought is, how to quantify it and assess its severity • LWRP uses precipitation and stream flow to determine drought severity and has three levels • LEVEL I: Warning - Voluntary 10% reduction by PTTW holders • LEVEL II: Conservation - Voluntary 20% reduction • LEVEL III: Restrictions - Mandatory 20% reduction
Outside Water Use-New Pilot Program • LEVEL 0: Careful Use - County’s normal watering restrictions from May to September of odd/even days between 6 a.m. - 9 a.m. and 6 p.m. - 9 p.m. • LEVEL I: Conserve - Twice per week watering initiated when Long Point Region Conservation Authority issues a Level I warning or consumption reaches 8000 m3 /day (10-day running average) • LEVEL II: Minimize - Once per week watering initiated when LPRCA issues a Level II or consumption reaches 9000 m3 /day (10-day running average) • LEVEL III: Restrict - Total watering ban initiated when LPRCA issues a Level III or consumption exceeds supply capacity of 12,000 m3 per day
Vance Wells 13 and 14 • Additional capacity • 1506 m3 continuous • 3011 m3 short term • Initial system was comprised of 2 wells connected through 2.2 km. transmission main to a central treatment plant housing filters for iron and manganese removal, UV disinfection and high lift pumps.

Vance Wells 13 and 14 • High Iron Content (1.33 to 1.78 mg/l) • High Manganese (.082 to .111 mg/l) • Dissolved organic carbon (7.5 mg/l) • Organic nitrogen (1.13 mg/l) • Colour (26.5 to 50.7 TCU) • UV transmittance (39 to 42%)

Burnside Report • None of the treatment schemes tested was capable of meeting ODWS with respect to iron, manganese and UVT • 2 stage treatment process would possibly work but the process is extremely difficult to operate and would require further pilot testing • Hydrogeological assessment and development of overburden /bedrock well in vicinity.
North Tillsonburg Servicing Study • RFP’s received and awarded to Stantec Consultants (Aug/2004) • Servicing study to incorporate water supply needs for servicing, high level central pumping station and treatment requirements for wells 4, 5 and 6A
