  4. Early Restoration Overview • April 21, 2011 - Deepwater Horizon Natural Resource Trustees announced $1 billion down payment for early restoration • Louisiana first made the request July 2010 • Largest early restoration agreement ever reached • Provides an opportunity to implement restoration projects prior to the completion of the natural resource damage assessment (NRDA) process Photo Credit: NOAA

  5. Allocation of Funds $500M will be split equally among the Gulf State Trustees $200M will be split equally among the Federal Trustees Texas Florida Louisiana Alabama $300M will be used to fund state sponsored restoration projects based upon impacts. Photo Credit: NOAA

  7. “Louisiana Plan” Projects Coastal Restoration Projects Projects continued on next slide.

  8. “Louisiana Plan” Projects Coastal Restoration Projects

  9. Oyster Reestablishment Program Approximate Cost: $15M Part 1 ($12M): Placement of Cultch Material on Public Oyster Seed Grounds • 855 acres throughout coastal Louisiana • Results expected in 17 months after cultch placement Part 2 ($3M): Upgrade to Existing Sea Grant Oyster Hatchery • Provide a supplemental source of oyster larvae and oyster seed. • Larvae can be released into the water directly over oyster beds with cultch material and/or be set on oyster cultch to create oyster seed.

  10. Salt Water Hatchery Approximate Cost: $48M • Louisiana Marine Fisheries Enhancement and Science Center • 3 Fisheries Enhancement and Research locations • Marine Fisheries Stock Enhancement • Aquaculture Research and Enhancement • Education and Science Facilities • Three locations: • 20-acre site in Plaquemines Parish • Existing Marine Research Laboratory on Grand Isle, • 90-acre site located along the coast in Southwest, LA

  11. Shell Island Restoration • Approximate Cost: $110M • Background: • Shell Island is part of the Barataria Basin Barrier Shoreline. • It is a key barrier between Gulf of Mexico and Barataria Basin. • Island fragmented by strong tropical storms and land subsidence • Project Goals: • Restoring geomorphic and hydrologic function of Shell Island is an important priority for the Barataria Basin.

  12. Chandeleur Islands Restoration Approximate Cost: $65M Background: • Proposed with DOI and the State of Mississippi, this project will restore a portion of the Chandeleur Islands. • These islands have been directly impacted from the spill. Project Goals: • Restore dune and marsh habitat • Stabilize remaining unvegetated portions

  13. Biloxi Marsh Shoreline Protection Approximate Cost: $45M Background: • The Biloxi Marsh complex provides important habitat in the Lake Pontchartrain Basin. • The project area has lost approximately 15,640 acres between 1932 - 1990 Project Goals: • Create a breakwater structure to protect the existing Biloxi Marsh habitat from erosion.

  14. Lake Hermitage Additional Increment Approximate Cost: $13.9M Background: • This project involves an additional increment of 97.5 acres of marsh creation into a project known as the “Lake Hermitage Marsh Creation Project” Project Goals: • Create 97.5 acres of new marsh habitat

  15. Grand Liard Marsh & Ridge Restoration Approximate Cost: $31.3M Background: • An important land feature designed to decrease storm surge and slow salt water intrusion. Project Goals: • Restore the eastern ridge of Bayou Grand Liard and the adjacent marsh habitat to the east of the Bayou. • Restore 18,000 linear feet of ridge on the east bank of Bayou Grand Liard

  16. Cheniere Ronquille Barrier Island Restoration Approximate Cost: $44M Background: • A protective barrier island of the Barataria Basin. Project Goals: • Increase the longevity of Chenier Ronquille Island by restoring or creating dune and marsh platforms. • Repair of breaches in the shoreline • Prevent new breaches

  17. Bay Side Segmented Breakwater at Grand Isle Approximate Cost: $3.3M Background: • The back-bay side of Grand Isle is subjected to wave action from strong north winds during winter cold front passages and when tropical storms or hurricanes make landfall east of the islands Project Goals: • Reduce erosion on the bay side of Grand Isle • Protect important residential and commercial infrastructure

  18. West Grand Terre Stabilization Approximate Cost: $3M Background: • Important ecological and hydrologic divide between Gulf of Mexico and marsh habitat. • West Grand Terre Island has some of the highest erosion rates in coastal Louisiana. Project Goals: • Stabilize the bay side of southwestern West Grand Terre Island, using rock armament.

  19. West Grand Terre Beach Nourishment Approximate Cost: $9M Background: • Important ecological and hydrologic divide between Gulf of Mexico and marsh habitat. Project Goals: • Restore the beach on the southwest (Gulf) side of West Grand Terre Island using sediment pumped from an offshore source area. • Total beach nourishment for this project is approximately 120 acres.

  20. Barataria Basin Barrier Shoreline Restoration: Caminada Headland Approximate Cost: $75M Background: • Part of the Barataria Basin Barrier Shoreline, the Caminada Headland forms a key barrier between saline waters of the Gulf of Mexico and the fresher waters of the Barataria Basin Project Goals: • Restore the Caminada Headland portion of the barrier shoreline • Creation and restoration of back-barrier marsh

  21. Maintain Land Bridge between Caillou Lake and Gulf of Mexico Approximate Cost: $71M Background: • Designed to protect marsh habitat along the southern shores of Caillou Lake by minimizing saltwater intrusion and maintaining separation between Caillou Lake and the Gulf of Mexico Project Goals: • Sustain the land barrier between Calliou Lake and the Gulf of Mexico • Involves protection and restoration of approximately 1,600 acres of salt marsh
