  3. Purpose (U) • (U) Provide information on planning conducted to date for the Multinational Planning Augmentation Team TEMPEST EXPRESS-13 Pandemic Influenza Table Top Exercise (MPAT TE-13 PI TTX) scheduled from 17 – 20 July 2007.

Background (U) • (U) Joint Staff PI Response Planning Order, 14 Nov 05 • “Combatant commands will exercise their plans annually …” • USPACOM Instruction 0507.1 (PI Preparation & Response Planning Guidance) and Concept of Operations initially exercised 15-16 Nov 05 (TTX). • (U) Aug 06 DoD Implementation Plan for PI Response • Tasks COCOMs to exercise PI Response Contingency Plans for Force Protection and support to International and USG/IA efforts.

Status (U) • (U) Co-Hosts: • Multinational Planning Augmentation Team (MPAT) Secretariat & Center Of Excellence (COE) • (U) Co-Sponsors: • U.S. Pacific Command (USPACOM) & U.S. Center for Disease Control (CDC) • (U) Dates: 17 – 20 July 2007 • (U) Venue: Camp H. M. Smith, Hawaii • (U) Focus: “Wargame” of USPACOM PI Plan in a Table Top Exercise (TTX) to test strategic and operational level civil-military cooperation and coordination concepts, improve shared understanding, speed of response & unity of effort during a pandemic influenza, and meet event objectives. • (U) Participants: Key representatives from relevant pandemic influenza planning & response organizations from Joint (U.S. military), Interagency (U.S. civil agencies) & International Humanitarian Community (IHC).

Status (U) (U) Joint PACOM & CDC Objectives: • (U) Test strategic and operational level civil-military cooperation and coordination concepts in USPCOM PI Response Plan in order to improve shared understanding, speed of response & unity of effort during a pandemic influenza. • (U) Build interagency working relationships and institutional confidence in USG’s ability to deal with an influenza pandemic. • (U) Identify USG plans and actions in PI preparedness and response. • (U) Identify IHC plans and actions in PI preparedness and response. • (U) Identify requirements and opportunities to communicate, deconflict, cooperate, coordinate and possibly synchronize operations, activities and actions in a PI response.

Status (U) (U) PI TTX Scenario Overview • (U) Crafted to support achieving event objectives. • Enable comparison and contrast of USPACOM, USG IA, and International Humanitarian missions, plans and responses. • Developed to enable testing of USPACOM PI Response Plan • Foreign and Domestic “Campaigns” • Identify gaps, seams and duplicative efforts. • Identify civil-military cooperation and coordination requirements and information-sharing mechanisms. • (U) Facilitates Table Top Exercise construct with three moves addressing: • Emergence of Limited Human-to-Human Virus Transmission in Asia. • Spread of Human-to-Human Virus Transmission in Asia. • Outbreak of Influenza Pandemic in Asia and First Confirmed Cases in the US.

  10. Status (U) • Key note: TTX shortened to 3 ½ days. • Travel Day: Monday 16 July • Start Tuesday, 17 July • Finish Friday, 20 July by approximately 1200 • Facilitates departures back to CONUS PM 20 July • TTX Agenda still a work in progress

  12. Status (U) • (U) PI TTX Venue: Towers Conference Room, Nimitz-McArthur Pacific Command Center, HQ USPACOM, Camp H.M. Smith, HI. • Status: Reserved for PI TTX. • Capacity: 12 seats at head table; 96 other seats in auditorium. • Can be VTC’d to other HQ Spaces, as required. • (U) Layout: • Lead facilitator (operates from podium and able to walk around). • Main Participants (12 seats at front table). • Remaining 96 seats assigned to others as follows: • Support personnel (50; for main participants). • Observers (32). • Data Collection Team (7 personnel). • MPAT & COE Event Planners / Controllers (7 personnel). • (U) Access: UNCLASSIFIED but controlled by J7 Personnel.
