Update • Results of U. S. Department of Education 2006-07 Audit • Expanding on Audit Findings Regarding the Value of Planning
2006-07 Audit Findings:Planning Requirements • Comprehensive Needs Assessment • Develop the plan • Communicate the plan • Implement the plan • Track implementation and adjust • Evaluate the plan
“Plan” Audit Findings: PNPs • Required set asides for Private Non-Profit (PNP) schools • Consult with PNPs to identify needs • Develop the plan with PNPs • District maintains control of the PNP plan and its implementation • Evaluate impact of the plan on achievement
“Plan” Audit Findings:Parental Involvement • Need district level policy involving parents in planning and implementation (Schoolwide-SW, School Improvement-SI and other plans) • Need school level policy to plan & implement activities building parent capacity to help their child achieve • Establish and use parent compacts for Title I students
Audit Findings: Schoolwide Plans • Complete absence of SW plans • SW plans not being implemented • SW plans not being annually evaluated and revised • SW plans not containing all required components
Audit Findings: School Improvement Plans • SI Plans required for all Phase 1 schools • SI plans must be revised to address the reason for AYP problems within 60 days of being identified • SI plan must be peer reviewed and adopted (mentor role) within 45 days
Audit Findings: CNA and Plans • Nearly all Title Programs require Comprehensive Need Assessments (CNA) and Improvement Plans • Goal is to have a single CNA and plan to meet all requirements at the school level, and… • A single CNA and plan to meet all requirements at the district level
Stick to the Planning Basics • Comprehensive Needs Assessment • Develop the plan • Communicate the plan • Implement the plan • Track implementation and adjust • Evaluate the plan
Experience this Year with LEA Planning Cycle Application • Some excellent statements of needs and goals • Some confuse needs with wants, dreams, wish lists • Some make no reference to achievement data • Some goals lack clarity, are not measurable, have no timetable, are not focused on academic achievement or are strategies
To Finish This Year 2007-08 OSI Approves applications ASAP • LEA planning cycle • School selection • Consolidated application Districts • Submit REP data • Submit comparability application (opening Oct 15) • Final expenditure reports (2006-07), provides access to additional allocation (carryover)
To Finish This Year 2007-08… • Monitor programs and funds • Make adjustment in plans, e.g., decide to conduct summer program, final PD, etc. • Continued implementation of the Statewide System of Support (SSOS) for high priority schools
To Finish This Year 2007-08… LEAs and OSI • Ongoing: • Process amendments (requires prior approval) • Final amendments due in April • Conduct On Site Reviews • Conduct desk audits (SW, SI, PNP, etc.) • Final expenditure reports
LEAs Begin Planning for 2008-09: • March – June • Develop revised plans based on data • School level & district level • Finalize staffing plans • Preliminary allocations (April - May) • PNP planning consultations • School selection application using Oct 2007 free and reduced lunch count (April) • Prepare LEA planning cycle and consolidated applications for submission
LEAs Evaluate and Prepare for Planning: March – June • Evaluate effectiveness of all funded programs (SW, SI, consolidated application, PNP, SSOS, etc.) • CNA & EdYES! (due March 15) • MEAP data (January) MME data (April?) • Local data • AYP preliminary (elementary & middle schools April, high school June) • Focus on achievement impact
Plans: One per School and One per LEA • Submit consolidated application in substantially approvable form based on needs assessment, school and district plans • July for July obligation date • Include LEA planning cycle application (enhanced) • Include building level budgets for SW schools/buildings and schools/buildings in AYP phases
