Components of the Workplan • Component 1: Establishment of the DNA • Component 2: Project Development Skills
Levels of Training • Level 1: Training of trainers (at international level); • Level 2: Training of target institutions (public, private, NGO’s sectors); • Level 3: Dissemination of information (to all stakeholders and the general public).
Activities for Component 1 of the Workplan (1) • Activity 1: hold a consultative workshop to identify DNA co-ordinator and composition; • Output 1: Co-ordinator and composition of the DNA defined; • Implementation 1: UCCEE, EDRC, UEM; • Time frame 1: February 2003.

Module 1: Climate Change and Energy Economy • Causes and effects of climate change; • UNFCCC and the Kyoto Protocol; • Clean development mechanism (CDM); • Implications for the country.
Module 2: CDM Projects Stakeholders • Communities, public, private and NGO sectors; • The designated national authority (DNA); • The operational entities; • The executive board (EB).
Module 3: CDM Projects Identification and Formulation • Types of baselines, greenhouse gases emissions reduction; • CDM projects feasibility and investment profile, sources of financing; • Cases studies on electric power supply projects, energy efficiency, fuel switching, renewable energies, landfil gas and methane recovery
Module 4: CDM Project Cycle • Target impact areas; • Implementation of the monitoring, evaluation reporting, verification and certification process, ; • Risk analysis.
Target Group • Representatives of national institutions with higher education and long experience in teaching/facilitating in training courses
