RIDER 8 Program • Managed locally by the El Paso MPO • Involve and educate public to promote awareness of air quality • Develop a conceptual model to understand the nature of ozone pollution in El Paso • Perform additional ambient monitoring at selected locations • Review emission inventory and propose emission improvement measures • Perform air quality modeling for Texas SIP • Develop local ozone control strategies

  4. Identified Emission Inventory Improvement Targets for El Paso • Light duty and heavy duty vehicles at the El Paso-Juarez international ports of entry • Extended idling of heavy duty truck at truck stops and rest areas • Tactical operations at Ft Bliss Military Reservation • Locomotives • Aircraft, auxiliary power units, and airport ground support equipment • Dry cleaners
