Abrief introduction on SSP in Vietnam Having been initiated since the first years of 21st century by General Statistics Office of Vietnam (GSO), Direction for Development of Vietnam Statistics to 2010 (DDVS) was approved by Prime Minister on 21st October, 2002 DDVS can be considered as the SSP for Vietnam statistics in the first decade of 21th century

Under DDVS, NSShas been guaranteed as a comprehensive and coherent system as stated in DDVS objectives: DDVS aims to renovate Vietnam Statistics to provide good quality statistics to the users Its viewpoints and principles states that official statistics is the most legal information in the national information system and statistics is ensured by law.

Develop National Statistical System through Strategic Approaches DDVS defines a coherent viewpoints and principles for NSS operation: - legal environment for statistics activities, - statistical methodology, - international standardization, - governmental support - organizational structure. DDVS directs to develop Vietnam Statistics in a comprehensive way, including: - improvement and standardization of stat products; - improvement of statistical methodology; - improvement of the system for collection of statistical data

Develop National Statistical System through Strategic Approaches DDVS formulates 5 big implement solutions: - Improvement of legal status for statistics; - Development and application of ICT; - Improvement of organization system and training of statistical staff; - Funding and supplying technical facilities; - Strengthening of the int’l co-operation

Develop National Statistical System through Strategic Approaches GSO initiated the Action Program to implement DDVS consisting of 7 sub action programs: Program on improving and reinforcing the legal environment for statistics; Program on improving the system of statistical outputs and creating a policy for dissemination; Program on innovating, improving methodology and system of data collection; Program on developing and applying IT; Program on consolidating organizational structure and developing human resource; Program on elevating infrastructural utilities; Program on strengthening int’l cooperation

7. Develop National Statistical System through Strategic Approaches 2. During DDVS document preparation, many int’l standards, recommendations and experiences was studied, revised, and referred. DDVS is initiated under the sponsor of several int’l donors; the biggest one is Sida 3. DDVS is prepared in a way that ensures a framework a long sustainable development for NNS. DDVS also concentrates on satisfying short term statistical requirement from users

DDVS creates 3 major change directions in NSS - change in statistical outputs, - change in statistical methodology, - change in systems of data collection and data dissemination. It then provides major solutions to ensure effective change management.

DDVS directs that Vietnam Statistics should actively cooperate with the international community in order to approach to modern IT and advanced standard methods, exchange experience, and utilize technical and financial assistance .
