  18. Challenges • Implementations have resource implications which are scarce • Costs vs narrowing std’zn gap • Requires multi-level approach and partnerships • External / exogenous factors • Dividends are slow to achieve • Human resource • Numbers • Skills • attitudes

Conclusion • Need for an all level implementation strateg(y)ies • Need for mid-term review (2010) • Focus on capacity building to bridge standardization and skills gap • Learn, learn, participate then innovate • On course and may achieve decisions of WTSA 08 as planned • Success in sight • To take Accra lessons home!
