AIP 4 Tasks • Establish a forum or interagency working group to provide for information exchange and collaborative readiness planning for AA&E distribution and other hazardous material security management and surveillance. • Tasks include: • Identify or establish a working group • Convene working group to brief their respective roles regarding managing potential risks of high visibility hazardous materials • Develop a charter that includes mission, responsibilities, and duration of the group • Continue to meet quarterly to discuss joint opportunities • Coordinate policy changes and new requirements
Key Participants • OSD (Policy) - Office of Primary Responsibility • OSD (AT&L) - oversees the acquisition and logistics functions within DoD AA&E community. • OASD (HD) - OSD policy focal point for homeland defense, Lead for DCIP Logistics Sector • OSD (Intelligence) -responsible for physical security policy • The Military Services - SMEs for munitions management • USTRANSCOM - Distribution Process Owner • Joint Staff – focal point for COCOMs • COCOMs -respond to threats directed towards their AOCs • Department of Homeland Security (DHS) - national focal point for policy for the prevention and deterrence of terrorist attacks • United States Department of Transportation (USDOT) - ensures transportation safety regulations and systems are in place
Current Progress • Collaborating with OASD(HD), DHS and DOT to explore leveraging existing forums to accomplish AIP 4 objectives • Exploring on-going related efforts • TSA Toxic Inhalation Hazard (TIH) initiative • DHS, OASD (HD) and DOT Maritime and Surface Transportation Initiatives • DLA lead for DCIP Logistics Sector – DODD 3020
Next Steps • Formalize USD(AT&L) and USD(Policy) roles in accomplishing AIP 4 tasks through policy focal points • Complete assessment of existing forums and efforts that can be leveraged • Tap existing working group or charter new group to facilitate interagency and intra-DoD exchange of AA&E and other HAZMAT distribution and threat information • Formalize working group charters and refine scope of work as required
Issues and Questions • Success of AIP 4 will depend on gaining joint DoD and Federal support that crosses, but not limited to: • logistics, procurement, safety, security, intelligence, law enforcement, mission assurance and force protection missions • Have preliminarily identified an existing forum that covers this broad scope • Ongoing efforts/initiatives focus on specific challenges Questions?
