2. Zero Environmental Footprint (ZEF) • GSA has set a goal to help the government achieve ZEF. • Personal Property plays an important role and has been a leader in the reuse of property since its inception in 1949. • Personal Property is often referred to as the “Original Green Program”.

3. An estimated 50 million tons of E-Waste is produced each year. The USA discards 40 million computers each year.

4. CPUs Monitors Keyboards Mouse Laptops Docking Stations Handheld computers (Palms, Blackberry, etc.) Printers Scanners Servers Routers Switches External Drives Modems What could be Considered E-Waste?

5. First Priority-Protect Information • Some agencies physically destroy hard drives to secure them • Others have hard drives wiped clean • Clear/delete numbers and address book information • ALWAYS remove all external storage media

6. How to dispose of the property? • Agencies have several options depending on: • Type of Property • Condition of the Property • Volume of the Property • Value of the Property …and, any hazardous characteristics of the property

7. First Priority - Protect Information • Some agencies physically destroy hard drives to secure them • Others have hard drives wiped clean • Always remove all external storage media • Certify that all sensitive and PII information has been removed prior to reporting as excess

9. Option 1-Internal Reuse Can the equipment be used by someone else in your office or within your Agency?

Option 2: Stevenson-Wydler Technology Innovation Act 15 USC 3710 (i) Research equipment The authority allows the head of any agency to loan, lease, or transfer research equipment to educational institutions or certain nonprofit organizations. Title of ownership shall transfer with a gift under this section.

11. Option 3: Computers for Learning Executive Order 12999 • Promotes the reuse of federal excess computes and peripheral devices among need schools and educational non profit organizations • Reduces the landfill disposal of toxic wastes • Maximizes the taxpayer’s investment in computer equipment

12. Option 4: Normal Disposal Process • Screen/Offer Property to other Federal Agencies • Screen/Offer Property to State Agencies for Surplus Property-Donation Program • Property then may be sold…..

13. Or…..Option 5: Abandonment/Destruction • Must follow the rules as outlined in FMR 102-36.305-330 • Agencies may donate to a public body in lieu of abandonment --UNICOR (Federal Prison Industries) is a pubic body and has computer/electronic recycling program

14. Electronics Stewardship • National Strategy for Electronics Stewardship -Ensure that the Federal Government Leads by Example • Processing for functional vs nonfunctional equipment • Only functional equipment offered for reuse

15. Executive Order 13523 • Strengthening Federal Environment, Energy, and Transportation Management Section 2. Goals for Agencies. (h) (iv)-Uses environmentally sound practices with respect to disposition of agency electronic equipment that has reached the end of its useful life.

16. Executive Order 13514 • Federal Leadership in Environmental, Energy, and Economic Performance -to “create a clean energy economy that will increase the nation’s prosperity, promote energy security, protect the interest of the taxpayers, and safeguard the health of our environment.”

17. New FMR Bulletin B-34 Disposal of Federal Electronics • Defines the universe of electronic items • Encourages maximum use of electronics within the Federal government and with state/local donation customers to minimize the waste stream • Prohibits Federal agencies from disposing of electronic waste in landfills or by incineration
