PURPOSE OF BLUE BOX PROGRAM PLAN To provide financial stability to Ontario's municipally operated Blue Box programs: • to expand the recovery of designated Blue Box wastes • to improve the efficiency of municipally run programs • to create new uses for and products made from recovered Blue Box wastes 46
PROGRAM PLAN FEATURES • Industry and Municipalities each to pay 50% share of municipal Blue Box Program net costs • Include a funded research & development program to improve Blue Box program effectiveness & efficiency • Include a funded program for market development • Include a funded program for education and public awareness • Pay-Out funding formula recognizes regional variations, and provides incentives to encourage municipal program effectiveness & efficiency 47
PROGRAM RULES • In order to be in conformance with provisions of the Waste Diversion Act, Stewards of designated Blue Box Waste are now required to: • Join Stewardship Ontario (approved IFO) • File an annual report on Blue Box Waste generation • Pay fees associated with the submitted Report 48
BLUE BOX WASTE REGULATION Ontario Regulation 273/02: Waste that consists of any of the following materials, or any combination of them, is prescribed as Blue Box waste for the purposes of the Act: • Glass • Metal • Paper • Plastic • Textiles 49
WHAT THE PROGRAM PLAN COVERS • Packaging and printed materials that: • Are consumed in the household, and • Managed through municipal waste management systems 50
