Sharing Statistical Software Components – the OECD experience MSIS May 2009
Presentation topics • Background • Advantages of sharing software • What software are we sharing • The OECD experience – pros and cons • Challenges of software sharing • Next steps • Conclusions
1. Background • OECD Sharing software since 2003 • Followed on from collaboration on Trade system with UNSD • Sharing was initially informal • Subsequently received numerous requests to share • Have now moved to more formal MoU based approach
2. Advantages of sharing software • Saving time and resources • Promote and enable use of standards (such as SDMX) • Facilitate exchange of data and metadata • Sends a positive message to stakeholders • Rewarding work for staff

What software are we sharing • Components for managing OECD Statistical life cycle • StatWorks • MetaStore • OECD.Stat
4. The OECD experience – pros & cons • Partnership with UNSD – started together. Equal division of labour. Simple and easy to manage. Win-win. • Providing packages to other organisations – straightforward but some costs to manage. Little direct benefit to OECD. • Joint development with new partners – complex and costly to start up. Longer-term benefits to OECD.
5. Challenges of software sharing • Choosing the correct scenario – from centrally managed through to consortium. • Deciding between ‘owned’ software or a form of open source • Finding the right balance on cost recovery – we are not vendors. • Choosing which software components are candidates for a global system
6. Next Steps • Drafting a standard MoU • Complete installation packages • Continue to work with other organisations
7. Conclusion It’s a good thing and we should keep doing it !
