  3. 20% Reduction in therm goal does not align goals and interactive effects • Does not account for effective increase in goal due to EUL Drop-off • Does not account for interactive effects in Consumer Electronics or Calculated Measures • Interactive Impacts Removed from DEER or Alternatively, Adopted Gas Goal Should Be Reduced 40% for PG&E and 45% for SDG&E
