Goals must be aligned with potential studies • Update Sequentially and Only Prior to Program Cycles • DEER (foundation for Potential Studies) • EE Potential Studies (basis for goals) • Establish Savings Goals • Use for Planning Process • Use for Program Evaluation

Better Definition of Best Available EM&V Data to Update and Determine Goals • Should not ignore CPUC-adopted EM&V Protocol Driven Studies • Should not legitimize the DEER 2008 values within the Goal setting process. • The 2008 DEER systematically avoids using protocol-compliant study results. • DEER 2008 increased reliance on engineering simulation and subjectively based data on extremely small and unrepresentative samples or “prototypes” and on individual judgments on what pieces of data to use and which to ignore. • Commonplace in DEER 2008 to have sifted through EM&V studies for data supporting a particular direction of results . • Examples: CFL, Appliance Recycling, RUL
