CONTINGENCY PLAN • Availability of certified HYV paddy seeds in the state is assured since we have already attained self-sufficiency in this sector. • For other seeds like pulses and oilseeds, we have started production of Kharif Moong, Black gram seed in the state. • In case of any shortfall/excess in rainfall during Kharif ’07, we shall be able to supply additional quantity of seeds for Paddy, Kharif Moong, Black gram to the farmers from our own production.

QUALITY CONTROL MECHANISM • SEED: Quality of the seeds produced through registered seed growers maintains through Seed Certification Agency, Notified Seed Testing Lab in the state. • FERTILIZER: Quality of fertilizers are tested through sample check from the Fertilizer Testing Labs at Faridabad/ Kalyani since there is no Fertilizer Testing Lab in the State. • PLANT PROTECTON CHEMICALS: Pesticide samples are tested in the newly established Pesticide Testing Laboratory in the State. • Contd…

  8. QUALITY CONTROL MECHANISM • GOI may consider funding including staff for Composite Quality Control Laboratories of soil testing, fertilizer testing, seed testing, pesticides testing , soil testing laboratories in each district so that farmers can avail those facilities under one roof.

  9. BOTTLENECKS • BVFCL & IPL to supply fertilizers FOR Block HQ to sell fertilizers within MRP. • Fertilizer Companies are yet to establish Godowns at each district HQs. • Railway Authority to allot rakes including “split rake” on priority for fertilizer transportation to Tripura.

  12. GROWTH DRIVERS • Yield improvement through: • Water Management : Special initiative taken for more coverage under SRI system of paddy cultivation where 50% less water is required. Besides, farmers will be trained for efficient use of irrigation water. • Seed Management :Optimum Seed Replacement Rate (33%) achieved & will be continued.

  13. Farm Mechanization • More thrust given in 11th plan for Farm Mechanization.

  16. Strengthening extension network through ATMA • ATMA is being implemented in 2 districts ( South & North Tripura). • SREP core team formed. • SREP & SEWP for 2 dists. prepared . • Approval of IWDG expected soon. Contd..

Strengthening extension network through ATMA • District level ATMA committees formed, PD, ATMA posted. • At Block level, BTT & FAC formed. • At Village level, FIG also formed. • Implementation of ATMA shall start on getting approval form IWDG. • Rs. 22.00 lakhs spent up to 2006-07 and allotment for Rs. 159.00 Lakhs received from GOI for 2007-08.

  18. Strengthening of ISOPOM • Tripura is not covered by ISOPOM. • However, State has adopted Pulses & Oilseed Policies for increasing production & productivity. • Pulses & Oilseeds scheme implemented under Macromanagement in Agriculture.

  19. PULSES & OILSEED POLICY • Productivity to be increased . • Additional area to be brought under cultivation. • Self-sufficiency in Oilseed & Pulses Seed Production.

  22. Bottlenecks in Horticulture • Inadequate availability of elite planting materials. • Poor post harvest handling facilities for Horti. Crops. • Lack of processing industries. • Lack of proper marketing facilities. • Weak data base for Horticulture statistics.

  24. ROAD MAP TO ACHIEVE 4% GROWTH RATE • Growth rate of production in 10th Plan over 9th Plan : • Pineapple : 29% • Banana : 24% • Vegetable crops: 16%

Revamping of the National Horticulture Mission to make it genuinely area based in its approach • Area based approach for identified crops: • 5 fruits (Banana, Pineapple, Mango, Papaya & Water melon)-1780 ha. • 6 vegetables (Cabbage, Cauliflower, Tomato, Capsicum, Potato & Cucumber)-2200 ha. • 2 Spice crops (Ginger & Chilli)-875 ha. • 7 Exotic flowers (Anthorium, Gerbera, Tuberose, Gladiolous, Rose, Marigold & Orchid) – 360 ha.

Revamping of the National Horticulture Mission to make it genuinely area based in its approach • Staggering of Pineapple. • Development of cashew nut scion bank in North & Dhalai District. • Multiplication of vegetable breeder seeds in the state. • Dissemination of improved nursery techniques to unemployed youths. • Cultivation of Tissue culture banana (Variety : G-9) under irrigated condition. • Cultivation of oyester mushroom by women SHGs in cluster approach.

Wasteland Development during 11th Plan • As per updated Wasteland Atlas of India, 2005 published by the Ministry of RD, GOI, total waste land in Tripura : 1,32,297 ha of which 64,005 ha area is underdegraded notified forest land and68292 ha area is out side forest area. • Out of 68292 ha, area treated/developed during 10th Plan 15,779 ha. ( arable – 6216 ha, non-arable – 9563 ha). • During 11th Plan, target fixed for treatment of waste land under IWDP : 30,647 ha. • Contd…

Wasteland Development during 11th Plan Contd.. • Out of targeted 30647 ha, Non arable land18479 ha & arable land 12168 ha would be treated. • Non arable land (18479 ha) would be treated through: • Plantation crops ( 7479 ha) • Soil & moisture conservation by construction of water harvesting structure, contour & graded bunding, bamboo plantation etc. ( 11000 ha). • Contd..

  29. Wasteland Development during 11th Plan contd.. • Arable land (12168 ha) would be treated through : • Cultivation of improved vegetables & other cash crops. • Land development works. • Other agronomic conservation practices.

Wasteland Development during 11th Plan contd.. • During 11th Plan, an amount of Rs. 16.86 crores is expected to be released by GOI and corresponding state share would be Rs.1.53 crores. • During 10th Plan, an amount of Rs. 9.47 crores was utilized (up to Feb’07) against release of Rs. 11.01 crores by GOI & State Govt.
