Current situation All Leagues from the Premier League to Step 6 operate a match based suspension system We have some Clubs from Steps 5 and 6 playing against Step 7 Clubs in County Cup Competitions and the suspension systems they operate are different ie Step 5 & 6 - match based Step 7 - term based.
What has been approved The FA Council have agreed that the match based suspension system should operate at Steps One to Seven. Consideration is to be given to extending match based suspensions to lower levels of football therefore a pilot scheme will commence in 2009/2010 involving four Saturday Leagues and two Sunday Leagues.
What will the implementation of a match based suspension system bring More realistic levels of punishments involving all Clubs within the National League System
If a player is dismissed when will the suspension start Suspensions will commence 21 days from the date of the dismissal The Club will be sent the Referees report and charge sheet and if an automatic suspension is to be imposed, will include the number of games and the date they will commence, the Club adds the matches involved including Competition and Date.
What if the County FA does not receive the Referees report The suspension will start 21 days from the date of the game whether the County FA has received the Referees report or not Due to many reports being submitted by email this should not happen. If the Club has not received the Referees report within seven days of the match they must contact their County FA, this allows the County FA to contact the Referee. The matter may then be reported to the referees committee

What about more serious offences • Upon receipt of the Referees report a decision is made on the severity of the charge and if • it is under FA Rule E3 or E4 the club will be notified. • Such charges may include: • Assaults on opponents or Referees • Violent Head Butting • Improper behaviour towards match officials • Refusing to give name • Causing abandonment of fixture • Acts of discrimination • As the charges are under FA rule E3 or E4 the player is allowed three options • Accept the charge • Accept the charge and put in a plea in mitigation • Request a personal hearing for which a fee of £100 is required • The player then has a right of appeal to the football association fee £50 • Suspensions relate to all football
What if we have 6 or more cases of misconduct in a match First occurrence in a season the club is fined £75 Second occurrence in a season the club is fined £150 Third occurrence in a season the club is fined £225 The fines are lesser than higher level league for example level 5/6 Northern League start at £150 The above fines are on top of the fines imposed per case
What if it is a case of mistaken identity or we claim wrongful dismissal A claim for mistaken identity must be lodged with the County FA within THREE DAYS of the match conclusion and must contain the details of the player who should have been dismissed along with a personal hearing fee of £100. A disciplinary committee will sit within 21 days of the match so that the suspension will commence within 21 days of the match involved. What are qualifying matches FA Competitions The Senior County Cup Competition your Club enterS League Matches Cup Competitions which are solely for your League Clubs except Subsidiary Cups If a player is dismissed during a League representative match then he is suspended for representative matches only.
What if the qualifying match(es) are postponed/cancelled The League & Club must immediately notify the CFA of the postponement/cancellation and the replacing match(es). The League via email and the Club via form photocopied from booklet provided. The player remains under suspension from ALL football until he completes the number of matches relating to the offence. It is the players responsibility to notify his other Clubs of the postponement / cancellation.
Are all cautions accumulated If your player is cautioned for a Club in Step 7 and above ie Northern League then they are added together. If your player is cautioned for a Club below Step 7 ie Saturday morning or Sunday League then they are kept separate.
What if the player is suspended for another club If the League is outside of the National League System he will receive a TERM BASED suspension and this suspension also includes ALL football. You must ensure your players inform you of their other Clubs and that they add your Club details when completing charge sheets.
What if a player is sent off for our club and our season ends before he completes his suspension The suspension is hung over which means that if a player is suspended for three matches and you only have one to play in the current season, he can commence playing again once that match has been completed. He will then be suspended during the period of your first two matches next season. If the player transfers or the Club he received the suspension for folds , he will still be suspended for the period that relates or would have related to the Club he received the suspension for.
How do i find out my players other suspensions Your League/Club has access to the CAS system which carries all the information you require. To access go into www.DurhamFA.com and enter members section. You will be asked for your NPD number, Club ID and Affiliation number (if you do not have these contact the County FA), then you can access all information held on your Club including payments made, outstanding fines, registrations (if we have them) and suspensions. The Club statement provided by the CFA will indicate ALL suspensions relating to your players, provided they have given all Club information when completing paperwork. The League statement from the FA or CFA indicates all suspensions for players registered within the League and the League website must be kept up to date. And of course the player will know

There are NO Appeals against automatic suspensions There ARE Appeals against suspensions under FA Rules E3 and E4 The Appeal fee is £100.00 and further Appeal to The FA £50 A claim for mistaken identity or wrongful dismissal must be lodged with the County FA within three days of the match conclusion along with a personal hearing fee of £100. Qualifying matches are FA competitions, the Senior County Cup competition your club enter, League games and internal Cup Competitions which are solely for your League Clubs except Subsidiary Cups. The League & Club must immediately notify the CFA of the any postponement/cancellation and also of the replacing match(es). The player remains under suspension from ALL football until he completes the number of matches relating to the offence, unless it is the end of the Club’s season before completion. It is the players responsibility to notify his other Clubs of any postponement/cancellation If your player is cautioned for a team in Step 7 and above ie Northern League then they are added together if cautioned for a Club below Step 7 ie Sunday League then they are kept separate. Players suspended whilst playing in Leagues outside of the National League System will receive a TERM BASED suspension.
