  8. ISSUES FOR EXCESSIVE SPEED LOCATION • Minnesota Manual for Uniform Traffic Control Devices • “Authorized Speed Limit shall be within 5 MPH of the 85th Percentile Speed” • Functional Classification of the Roadway • Residential Street will receive the full range of Traffic Calming Devices, some of these are not appropriate for Arterial or Collector Streets.

  11. 3rd Priority

  12. 4th Priority

  13. TRAFFIC CALMING APPROACHES

  14. Traffic Calming Approaches • Evaluation • Studies to Determine Project Locations from Speed Chart • Education • Use of Portable Speed Trailers • Traffic Tamers • Enforcement – Law Enforcement • Targeted to Specific Violators • Presence on Residential High Volume, Excessive Speed Areas • Engineering • Safety Review of the Excessive Speed Locations • Traffic Calming on Residential Streets

  15. TRAFFIC CALMING APPROACHES • RESPONSE LETTERS TO REQUESTOR

  16. 1st Priority TRAFFIC CALMING APPROACHES • Letters to requestors • Excessive Speed, High Volume • Evaluation • Education – Speed Trailers, Traffic Tamers • Enforcement – Higher Presence, Targeted Enforcement • Engineering Feasibility Study – Speed Study , Safety Awareness Solutions thru Projects

  21. FUTUREREQUESTS

  22. FUTUREREQUESTS • By Community Petition – 10 Households • Evaluation -Traffic Speed Studies Conducted for each Request • Rank Request by Priority • Letter to Community Explaining Results & Planned Response • Enforcement -Respond in Accord to how it Ranks • If Area has Excessive Speed - Target Enforcement • If Chronic (Consistently High 85th Percentile Speed) - Higher Presence • Education • Traffic Tamers – For Residents • Speed Trailer – For Vehicles • Engineering • Feasibility Study • Community Meeting for discussion of Options • Requires Support of 75 % of Persons in Project Area • Percentage of the Cost to be Borne by Residents

  23. LAST YEARS PROJECT Villa Road NW • Results • Reduction in 85th Percentile Speeds by approximately 3 MPH • Significant Reduction in Speeds Exceeding 40 MPH • Approximately 26% Drop in Traffic Volumes after Speed Bumps were Installed • Complaints Received from Traveling Public when Speed Bumps were Installed • Speed and Volume Complaints from Adjacent Street after Speed Bumps were Installed
