  1. Simple Solution. Brighter Futures. Primary Disability, Multiply Disabled, and LEP Indicator Code Location and submission changes 4-12-2017 Presented By: Bryce Templeton

  2. Primary Disability, Multiply Disabled, and LEP Indicator Code • The LEP Indicator Code, Primary Disability Code, and Multiply Disabled Code reporting requirements have changed for the 2016-2017 school year.

  3. Primary Disability, Multiply Disabled, and LEP Indicator Code • For many years, the Primary Disability, Multiply Disabled, and LEP Indicator Codes have been reported as part of the attendance data in submission 3. In recent years, the codes were included with the Optional Flexible School Day Program attendance data.

  4. Primary Disability, Multiply Disabled, and LEP Indicator Code • The primary purpose for Primary Disability, Multiply Disabled, and LEP Indicator Codes in the summer collection is to identify special education students with disciplinary removals and then report on the categories of Primary Disability, Multiply Disabled, and LEP status.

  5. Primary Disability, Multiply Disabled, and LEP Indicator Code • An additional purpose for the LEP Indicator Code in the summer collection is to identify LEP students for the accountability ratings issued by TEA.

  6. Primary Disability, Multiply Disabled, and LEP Indicator Code • For 2016-2017, the Primary Disability, Multiply Disabled, and LEP Indicator Codes are being added to the StudentDisciplineIncidentAssociationExtension Complex Type. This will allow TEA to know the exact disability and LEP codes at the time of a particular disciplinary removal.

  7. Primary Disability, Multiply Disabled, and LEP Indicator Code • For 2016-2017, because the Primary Disability, Multiply Disabled, and LEP Indicator Codes are being added to the StudentDisciplineIncidentAssociationExtension Complex Type, these three codes will no longer be associated with student attendance data; regular or OFSDP.

  8. Primary Disability • To correct an oversight in the TSDS design, the Primary Disability Code will be added to the RestraintEventExtension Complex Type. This change will allow TEA to correctly report on the primary disability code for special education students who are restrained.

  9. Primary Disability, Multiply Disabled, and LEP Indicator Code • For 2016-2017 in Submissions 3 and 4, the Primary Disability and Multiply Disabled Codes are being omitted from the StudentSpecialEdProgramAssociationExtension Complex Type. Special education students disciplined or restrained will be the only students reported with these codes in Submission 3.

  10. Primary Disability, Multiply Disabled, and LEP Indicator Code • For 2016-2017, the Primary Disability, Multiply Disabled, and LEP Codes are being removed from the Submission 4.

  11. Primary Disability, Multiply Disabled, and LEP Indicator Code • For 2016-2017, the LEP Indicator Code will remain on the StudentExtension Complex for both Submission 1 and 3. • The LEP Indicator Code is reported as the student’s end of year status for Submission 3.

  12. Primary Disability, Multiply Disabled, and LEP Indicator Code Validation Rules • 44425-0065 • Logic - If LEP-INDICATOR-CODE is "1", then LEP-INDICATOR-CODE should be "1" on the corresponding student data. • Translation - A student reported as LEP on their Discipline data should be reported as LEP on their corresponding student data.

  13. Primary Disability, Multiply Disabled, and LEP Indicator Code Validation Rules • 44425-0066 • Logic - If SPECIAL-ED-INDICATOR-CODE is "0" on a student's program data, then LEP-INDICATOR-CODE, PRIMARY-DISABILITY-CODE, and MULTIPLY-DISABLED-INDICATOR-CODE should be blank on that student's discipline data.

  14. Primary Disability, Multiply Disabled, and LEP Indicator Code Validation Rules • 44425-0066 • Translation - Only special education students are reported with TX-LEPIndicator, TX-PrimaryDisability, and TX-MultiplyDisabled on their discipline data.

  15. Primary Disability, Multiply Disabled, and LEP Indicator Code Validation Rules • 44425-0067 • Logic- If SPECIAL-ED-INDICATOR-CODE is "1" on a student's program data, then LEP-INDICATOR-CODE, PRIMARY-DISABILITY-CODE, and MULTIPLY-DISABLED-INDICATOR-CODE should not be blank on that student's discipline data.

  16. Primary Disability, Multiply Disabled, and LEP Indicator Code Validation Rules • 44425-0067 • Translation - If a student is reported as special education on their program data, then TX-LEPIndicator, TX-PrimaryDisability, and TX-MultiplyDisabled should be reported on their disciplinary action data.

  17. Primary Disability, Multiply Disabled, and LEP Indicator Code Validation Rules • 44425-0068 • Logic- If PRIMARY-DISABILITY-CODE is not "00'' or blank, then SPECIAL-ED-INDICATOR-CODE should be "1" on student program data.

  18. Primary Disability, Multiply Disabled, and LEP Indicator Code Validation Rules • 44425-0068 • Translation - A student who is reported with a TX-PrimaryDisability on discipline data should also be reported as special education on student program data.

  19. Primary Disability, Multiply Disabled, and LEP Indicator Code Validation Rules • 44425-0069 • Logic- If DISCIPLINARY-ACTION-CODE is "50"-"61", then PRIMARY-DISABILITY-CODE must not be "00" or blank.

  20. Primary Disability, Multiply Disabled, and LEP Indicator Code Validation Rules • 44425-0069 • Translation - If a student is reported with a TX-DisciplinaryActionCode that indicates an assignment as a "result of a determination by a non-district special education hearing officer", then a TX-PrimaryDisability must be reported.

  21. Primary Disability, Multiply Disabled, and LEP Indicator Code Validation Rules • 44425-0070 • Logic - If PRIMARY-DISABILITY-CODE is "00" or blank, then MULTIPLY-DISABLED-INDICATOR-CODE must be "0" or blank. • Translation- If PRIMARY-DISABILITY-CODE is "00" or blank, then MULTIPLY-DISABLED-INDICATOR-CODE must be "0" or blank.

  22. Primary Disability, Multiply Disabled, and LEP Indicator Code Validation Rules • 44425-0071 • Logic - If MULTIPLY-DISABLED-INDICATOR-CODE is "1", then PRIMARY-DISABILITY-CODE must not be "00". • Translation - A TX-PrimaryDisability must be reported if a student is reported as multiply disabled.
