Current PA training requirement • PE positions (+/- 115 civ/mil) • rotate every 3 years • 1/3 or 38 require training annually • CE positions (+/- 73 mil) • rotate every 6 months • X 2 require training annually • Nations (+/- 30) • rotate every 3 years • 1/3 or 10 require training annually
PA Courses at NATO School • delivery since 2002 of 2-week course • 3 serials per year with approx 30 students • popular = waiting list • range of instructors and topics • ACT is OPR - ACO is Co-OPR • course director/log support from NATO School • more funding support from NATO School & ACT • must search hard to grow pool of instructors
PA Courses at NATO School • never sure if students go on to PE/CE posts • old course not meeting Oper’l PA requirement • content not well directed/controlled • difficult loading students who need training • pre-requisites not enforced (language/training) • courseware docs outdated • basic PA tasks not synched with Nations
Current situation – 2 courses NATO PA Policy Indoc Course one-week course, three serials per year NATO and non may attend no pre-requisites; no pass/fail imposed ACT has priority to load if required intro to STRATCOM elements open to OR 8 – OF 5 nations pay, 20-60 load no practical interview training focus on theory & PA policy update
Current situation – 2 courses NATO PA in Operations Course • Prerequisites: national basic PA course & PA Policy Indoc Course • Becoming mandatory training for CE/PE posts • ACT has priority to load as required • includes StratCom content and current NATO PA Ops update • operational focus, open to OR8 to OF5 • NATO and non-may attend • nations pay, maximum 15 students • intense practical interview training and exercise • spokesperson training
Future course dates NATO PA Policy Indoctrination Course • 2010 - Nov 8-12 • 2011 - Jan 31- Feb 4, Jun 6-10, Dec 5-9 NATO PA in Operations course • 2010 - Nov 15-19 • 2011 - Feb 7-11, Jun 13-17, Dec 12-17
New Courseware documents Current status craft Program of Instruction docs ready consultation with ACO as Co-Opr Lesson Plans to be written
PA & STRATCOM @ NATO School • confirming PA/StratCom content @ NATO School • Info Ops (basic/senior • Psy Ops • Expeditionary Ops • Operational Planning • NATO intro/orientation • etc. • updating & standardizing content delivery • consultation with SHAPE StratCom/ACT METT

Accredited NATO Approved Course must be approved by HQ SACT (through JETE) supported by NATO OPR defined, designed, developed, conducted, evaluated and validated IAW References CONTACT: Jean.Borja@act.nato.int
Accredited NATO Selected Course: Is recognized by OPR as good quality answers NATO PA training requirement can be delivered outside of NATO training establishments Nation retains ownership Nation designs, develops, etc. CONTACT: Jean.Borja@act.nato.int
NATO Listed Course: is acknowledged by ACT (through JETE) does not necessarily answer NATO requirement usually private sector or commercial courses is still considered ‘good’ training Ccn be considered PAO professional development CONTACT: Jean.Borja@act.nato.int
