Every Student Succeeds Act (ESSA) • School Intervention • Requires states to identify and improve low-performing schools as part of the accountability system. • NCLB’s identification for school improvement, corrective action, restructuring, public school choice and supplemental educational services is replaced with two new categories.
Show-Me Standards Knowledge A foundation in reading, writing, mathematics, world and American history, forms of government, geography, science, health/physical education and the fine arts – should also be incorporated into courses in career and technical education and practical arts. Performance The ability of students to apply their knowledge and skills to the kinds of problems and decisions they will likely encounter after they graduate. Missouri LearningStandards Grade- and course-level expectations in: • Agriculture and natural resources • Business and informationtechnology • English language arts • Fine arts • Health/physical education • Health services • Human services • Industrial and engineering technology • Mathematics • Science • Social studies
HB 1490 Timeline • July 2014 – Bill signed into law - Section 160.526.1, RSMo • Oct. 2014 – Work groups organized to develop and recommend academic performance standards • Oct. 2015 – Work groups presented the proposed standards to state board of education. Last of three public hearings held
Seeking feedback • The law specified that the state board shall hold at least three public hearings to receive public testimony: • Within 30 days of workgroups being convened (10/27/14) • Approximately 6 months after the first hearing (4/20/15) • When the work groups submit the academic performance standards they have developed to the state board (10/26/15) • Transcripts of the hearings, as well as speaker notes and comment cards are all posted on the DESE website.
Openness/Transparency • “Crosswalks” were completed comparing the current Missouri Learning Standards and the standards proposed by the workgroups. • These are posted on the DESE website.
Seeking feedback • The law specified that the state board shall: • Solicit comments and feedback on the academic performance standards or learning standards from the Joint Committee on Education • Comment period was open Nov. 2 – Dec. 2, 2015. • Response from Committee received on Dec. 2, 2015 and is posted on the DESE website

Ad Hoc CTE Funding Committee Purpose To review, revise and make recommendations to the Department regarding the manner in which state CTE salary funding is distributed to school districts and institutions of higher education.
Ad Hoc CTE Funding Committee • Committee is representative of secondary and postsecondary teachers and administrators as well as DESE and DHE. • Committee to meet six times either face-to-face or virtually. • The work of the committee is being facilitated by the Central Comprehensive Center, the College & Career Readiness & Success Center, and Center on Innovations in Learning.

Dual Credit Policy: Faculty/Instructor Qualifications and Support • Dual credit instructors shall possess an academic degree relevant to what they are teaching and at least one level above the level at which they teach • Instructors using credentials for qualification with a master’s level degree in a discipline other than that in which he or she is teaching must have completed a minimum of 18 graduate credit hours in the discipline in which he or she is teaching (The faculty/instructor rules go into effect on July 1, 2017; the rest is in place as of Jan 1, 2016)
Dual Credit Policy: Faculty/Instructor Qualifications and Support • Institutions may, at their discretion, employ as dual credit instructors for career and technical programs an individual who has superior knowledge and tested experience in the discipline in which he or she is teaching (The faculty/instructor rules go into effect on July 1, 2017; the rest is in place as of Jan 1, 2016)
Dual Credit: Eligible Students Placement test score as determined by the institution…if the institution uses a placement test plus: • Grade 11-12: GPA of 3.0 on a 4.0 scale automatically eligible • Grades 11-12: GPA of 2.5-2.99 must provide a signed letter of recommendation from principal or guidance counselor and provide written permission from parent or legal guardian
