Mike Augustus A DCARC Update Jan 2009 http://dcarc.pae.osd.mil ● (703) 601-4850 ● DCARC@osd.mil
What’s a DCARC? • OSD PA&E office responsible for administration of the Cost and Software Data Reporting (CSDR) system • Facilitates submission of CSDR plans to the CAIG (documenting the WBS, reporting level of detail, and frequency) • Reviews / Validates data submissions from industry • Administers CSDR data repository – the Defense Automated Cost Information Management System (DACIMS) • Provides CSDR training to government and industry • Develops and implements CSDR policy
Topics for Today • Improved Upload System • Validation Metrics • Cost Report Validation Software • CSDR Training • CSDR Focus Group
Improved CSDR Upload System 1 of 2 The Present • Currently, when reports are uploaded to our website they’re stored in a DCARC-only holding area • Industry cannot view files following upload • Other government organizations lack access to the data until it’s officially accepted by the DCARC (typically ~3 weeks)
Improved CSDR Upload System 2 of 2 The Future • New system mirrors the EVM-Central Repository • Industry able to access data previously submitted • Program Office & Gov’t “community of interest” can view data upon submission to DCARC • Decrease # of organizations on distro for CDRLs • Facilitates single set of gov’t comments on the data • Pilot programs for new system starting in February with transition period for all programs starting in March
Cost Report Validation Software • CSDR Planning and Execution Tool (cPet) released in Sep ’08 • Free downloadable desktop application which: • Verifies math consistency of cost reports • Compares submission against CAIG-approved plan Many organizations in industry have yet to take advantage of this tool!
Training • Next open CSDR training session to be hosted by Raytheon Missile Systems in Tucson, AZ on March 31st • Registration info can be found on the DCARC website • We’re always looking for organizations to host future CSDR training sessions of ~75 or more attendees
CSDR Focus Group • CSDR focus group meets approximately quarterly to discuss CSDR policy and implementation initiatives and problems • Many large organizations within industry (including NDIA) have failed to attend recent meetings • Next joint gov’t/industry meeting to be held Feb 4th in Alexandria, VA • Contact us to find out if your organization is represented
