Health Reform Process On 11 May 2010, the Australian Government released “A National Health and Hospital Network for Australia’s Future - Delivering Better Health and Better Hospitals” which outlines the reforms agreed by COAG on 19-20 April 2010 and announced as part of the 2010-11 Federal Budget.

New governance functions at the local level: Local Hospital Networks (LHNs) de-centralise public hospital management increase local accountability to drive improvements in performance commence from 1 July 2011 Medicare Locals better integration of GP and primary care, so more responsive to the needs of patients and communities integral to the incorporation of state funded primary care into a new cohesive system first Medicare Locals to commence from 1 July 2011 Governance reform to implement change

Government announced $467 million over 2 years from July 2010 to establish a personally controlled electronic health record (PCEHR) The system will be available from 2012-13 for all Australians who choose to participate The Department will consult with Aged Care Providers and Healthcare professionals, consumers and clinicians as we progress the PCEHR Personally Controlled Electronic Health Records

Potential eHealth Benefits for Aged Care Improvements in care – better access to client information, improvements in care planning, reductions in medication errors, better monitoring of chronic disease conditions etc Improvements in efficiency – simplified, less time consuming administrative processes, improved documentation, access to evidence based information at point of care, supply chain solutions

  12. How will all this affect Aged Care Assessment Teams? Incremental introduction of the eHealth foundations and solutions Unique Healthcare Identifiers Access to consumers electronic health record with their consent

  14. Case study 1: Integrated hands-free communications at Samarinda Lodge aged care home in Melbourne Wireless voice activated devices and IP telephony for residents achieved staff time efficiencies of almost 10%

  15. Case study 2: Age Friendly Home Marsfield Sydney A unique innovative project which demonstrates how integrated future focused technologies will enable major improvements in how aged care services are provided

In summary • National Health and Hospitals Reform Commission recommends uptake of eHealth by aged care providers by 2013 • National eHealth Strategy provides a guide for eHealth activity for the next ten years • The Department is committed to promoting the use of technology in aged care • Aged Care peak bodies are strategically and actively involved with NEHTA • Department will be working closely with key representatives for Aged Care in the future
