October 16, 2007 • Winds associated with a developing low pressure system helped transport dust that impacted Pinal County. Max winds reached 25 mph which caused three PCAQCD monitors to exceed the 24-hr PM10 NAAQS. Site 24-hr PM10 Conc. (ug/m3) Maricopa* 213.0 Stanfield 186.6 Combs 164.8 * Flagging not requested for Maricopa since morning peak PM10 concentrations not related to strong winds. Even with removing PM10 hourly concentrations related to wind would still have a 24-hr PM10 exceedance.

10/16/07 “But for” Test • Had it not been “but for” the high winds associated with the strong low pressure which caused Stanfield to have a peak 1-hr PM10 concentration of 1,154 ug/m3, Stanfield would have NOT exceeded the PM10 24-hr NAAQS. • If that elevated hour was replaced with the average of the other hours then the 24-hr PM10 concentration would be 145 ug/m3 • Using the same methodology – Combs - 146 ug/m3
Additional 10/16/07 “But for” Test • Stanfield had the following 24-hr PM10 concentrations before/after the 10/16/07 event • 10/15/07 – 80.2 ug/m3 • 10/17/07 – 111.0 ug/m3 Combs • 10/15/07 – 130.5 ug/m3 • 10/17/07 – 109.7 ug/m3
