XYZ Affair • France Upset • Jay treaty with Britain was violation against French – American alliance. • France would fight back: • Refuse to receive the new American ambassador • Seized American ships bound for Britain. • And have naval war battles between American ships and France ships. • President Adams sent a delegation for French foreign minster Tayllrard. • Three low-level official (X-Y-Z) would bribe to see Tayllrard. • Create anit-french feelings.

VA and KY Resolutions • Jefferson and Madison solution to the Alien and Sedition act. • Declaring that states legislatures had the right to nullify, or consider void, any act of Congress to be unconstitutional. • Nullification: consider void any act unconstitutional. • Controversy would lead to Jefferson’s election of 1800.
