  3. LOWER MANHATTAN ENROLLMENT • Kindergarten enrollment declined slightly from 2008-09 to 2009-10 • If students were enrolled proportionately across all four schools, all K sections would have had fewer than 20 students this year.

Zoning Implementation • Younger siblings living in the current 234 and 89 zones will still have “in-zone sibling” priority at their older sibling’s school • Registration priority will be in-zone siblings, in-zone students, in-district siblings, etc. • Due to siblings, it is still possible that PS 234 in particular may reach its maximum capacity and require some zoned children to attend one of the other schools. • If there is excess demand during the intake process for any school, the school will hold a lottery. Students needing placement will be assigned to one of the other schools in the area.

UPPER EAST SIDE - CONTEXT • PS 290 has been overcapacity for many years • This year PS 59 and PS 183 were not able to admit all zoned students • Wait-list process at 290, 183 and 59 was difficult for families and schools • East Side Middle School moving to its new building, creating newly available capacity in PS 158 building: 15 Full-size classrooms, plus administrative space • Longer-term, new PS 59 building adds 270 seats, and enables another use for MEETH building (approx. 400 seats)

Upper East Side Scenarios • This year, PS 59 and PS 183 had to cap K enrollment and assign zoned students to other schools • In 2010, PS 59 will have to reduce its K intake by 1 section = 25 seats • PS 290 historically overcrowded • Overall D2 K enrollment projected to increase Elementary School PS 158 • Planned additional 6th grade capacity for 2010-11: • East Side Middle School – 1 section • GVMS – 1 section • PS 276 – 2 sections Middle School

Proposals • PS 59 – Lottery • Given the expected increase in capacity at the new building, it is premature to rezone this school. • Students still needing a seat will be assigned to PS 158. • PS 158 expands up to 2 sections per grade starting with Kindergarten. • PS 183 & 290 – Rezone a portion of each school into PS 158. • PS 198 – Establish a G&T program (1 or 2 sections) • Demand for G&T not fully met by Lower Lab or schools out of the area. • 198 currently both under-capacity and enrolling children from other districts

UES Proposed Zones Changes: PS 290 – North side of East 72nd Street to south side of East 79th Street; East side of Lexington Avenue to west side of 2nd Avenue to PS 158 PS 183 – North side of East 72nd Street from 2nd Avenue to the East River shifts to PS 158 Collectively moves approximately 35 children to PS 158 zone = 30 K enrollments at 85% yield
