What Problem Does JCAs Address? • DOD processes previously talked in five different languages (some still do)… • Policy talked in terms of strategic priorities • Programming talked in terms of appropriations and PEs • Planning talked in terms of force packages • Acquisition talked in terms of cost, schedule and performance parameters • Requirements talked in terms of capabilities and gaps • You cannot have an enterprise-wide capabilities-based strategy-to-task discussion without a common language DoD’s Capabilities-Based Planning “Rosetta Stone”

  6. Mapping Realities • We recognize that the UJTL and the JCAs were initiated and composed at different times for very different reasons. To further complicate matters, the reason for writing tasks has not remained constant or consistent. • We also recognize that for that very reason, the mapping will result in a list of tasks that won’t map cleanly to just one capability or capability area. We can deal with that if the mapping stays within a single tier 1 – not ideal, still many issues. • The main problem encountered during the mapping comes from what we have called “too broadly written” tasks, which have elements from several different tier 1s.
