Measures of Effectiveness Ruth Rentch Office of Project Development and Environmental Review
Why do It? • Coaching Division Offices and State DOTs • Address Legal compliance (to be included in legal sufficiency reviews) • Assess effectiveness of 6002 requirements
What do we mean by Effectiveness? • Comparison between pre-and post-SAFETEA-LU • Fulfilling the SAFETEA-LU intent • Effectiveness measured from Division Office perspective • Effectiveness ratings used
Collecting this Data • Excel Spreadsheet records project milestone dates, lists of agencies, effectiveness ratings (actual number) • Effectiveness Ratings information will not be included in EDTS • HEPE staff will call to discuss basis for ratings given • HEPE will validate and analyze effectiveness rating data • HEPE will prepare accurate and detailed reports
Challenges • Need to report a national “effectiveness” perspective based on project specific ratings • What needs to be changed? Are you really “already doing it”? • Does the 6002 process meet the expectation of expedited project reviews while still improving outcomes?
Pilot Results (a sneak peek) • Project Initiation—mean=3.3 • Joint Lead Agencies—mean=2.9 • Participating Agencies—mean=2.9 • Coordination Plan—mean=2.3 • Public input on P&N—mean=2.2 • Public input on Alternative—mean=3.0 • Agency input on P&N, Alts—mean=3.6
More to come…. • From overall HEPE sample collection— • Joint lead=3.5 • Participating agencies=3.6 • Coordination plan=3.2 • HEPE calls to Divisions in August • Effectiveness ratings may change over life of process.
