KOREA, JAPAN, NEW ZEALAND, AUSTRALIA • PA service is established as a model --- PAKISTAN, PHILIPPINES, TAIWAN, VIETNAM, NEPAL, THAILAND • PA service is now in preparation --- MALAYSIA, MONGOL, CAMBODIA, KYRGYZ

  3. 2. Necessary Function of IL Center IL Center as Service Provider -Peer-counseling -Independent Living Program -Personal Assistance Service IL Center as Movement Organization

  4. 3. Achievements in the Past Two and a Half Decades 1) PWD gained the concept that they could live in community, getting PA service 2) PWD-centered social model

  5. 4. Target of the Next Decade 1) Set up ASEAN forum 2) Establishing IL centers in each country

  6. 5. Progress of IL Movement 1) Integrating combination of social movement organization and service organization 2) IL center as a place to hire people

  7. 3) IL center as an organization which can provide best service 4) PWD as a professional to provide best service to PWD

  8. 6. Challenges of IL Centers 1) Pursuing service ensured as a right 2) Ratification of CRPD 3) Power of PWD movement
