Erie Shores Council Boy Scouts of America Strategic Long Range Plan 2009-2013 The Erie Shores Council Strategic Long Range Plan is a guiding document that identifies goals and strategies that provides a framework to build and improve the infrastructure of Scouting within Northwest Ohio. It carries an additional significance for the next 5 years, 2009-2013, which includes the 100th anniversary of the Boy Scouts of America. The plan provides a roadmap for the continuing growth and development of the Council as it becomes “ONE BSA”. The areas covered by the plan include: Membership Financial Development Leadership/ Nominating Properties & Risk Management Program Growth* * Program growth includes the core functions of Advancement, Camping, Training (Youth & Adult), Activities/Civic Service (100th Anniversary Celebration), and the Order of the Arrow.

Our Vision To develop the youth of Northwest Ohio into becoming life-long contributing citizens with strong character, compassion, leadership and with service to others.
Erie Shores Council Boy Scouts of America Strategic Long Range Plan 2009-2013 Membership • To Increase the Total BSA Youth Density to reach or exceed National Standard. • To Increase the Percentage of Youth Retained to reach or exceed National Standard. • Increase the Percent of Centennial Quality Units to reach the National Standard. • To Increase the adult volunteer membership by 10%. • Increase volunteer leadership by 50% in the Scout Reach program. • Establish the position of Vice President of Relationships on the Board. • Establish the role of relationships chairperson for each district. • Establish programming to support youth faith-based ministries.

Erie Shores Council Boy Scouts of America Strategic Long Range Plan 2009-2013 Financial Development • Develop a sales/marketing team for endowments and gifts • Increase the number of James E. West Fellowships by XX per year. • Identify and implement funding mechanisms to raise funds for new Scout Service Center. • Identify alternative sources to backfill potential gaps of diminishing funds from outside agencies • Create Committee to identify “Revenue Development” volunteers and create revenue stream opportunities. • Increase percent excess revenue over total expenses. • Increase the number of FOS donors and number of enrollers soliciting support.
Erie Shores Council Boy Scouts of America Strategic Long Range Plan 2009-2013 Financial Development Continued… • Develop a Popcorn Sales Plan to reach $1,250,000 • Evaluate the Council’s accident and illness insurance and provide options to include funding to Council management. Develop and implement a fundraising strategy to identify and engage key groups (I.e., Eagle Scouts, OA members, past Scoutmasters, etc…) • Earn the financial sustainability award.
Erie Shores Council Boy Scouts of America Strategic Long Range Plan 2009-2013 Properties & Risk Management • Continue to maintain and develop the council owned properties. Namely the two camp locations (Miakonda and Pioneer) and the Scout Service Center. • Develop a 5-year facilities plan to include the development of new • facilities at each camp to support the council’s programs. • Develop a 5-year facilities improvement and maintenance plan for each camp to support the council’s programs. • Develop and implement a plan for the future Scout Service Center. • Perform proactive maintenance of all camping facilities, so as to allow for safe and proper use throughout programs.
Erie Shores Council Boy Scouts of America Strategic Long Range Plan 2009-2013 Properties & Risk Management Continued… • Ensure Camps Miakonda and Pioneer are more accessible to persons with disabilities by improving roads, trails, and entrance ways. • Provide an emergency shelter to both long term camps, Camps Miakonda and Pioneer. • Materially shorten the response time to long term camper incidents between occurrence and an effective response at Pioneer Scout Reservation. • Update the emergency procedures applied to Camp Miakonda for long term and other camping activities; provide for appropriate training for staff and implementation when developed.

Erie Shores Council Boy Scouts of America Strategic Long Range Plan 2009-2013 Program Growth; Advancement • Establish a Council Advancement Committee that is self-rebuilding and involved with all areas of the advancement program. • Institute an annual Council-Level Arrow of Light recognition/ceremony. • Increase the Unit-Level use of Internet Advancement. • To Make the Advancement Process to Eagle Scout the same in each District throughout Erie Shores Council. • Develop and implement an Eagle Scout recognition program for the Council. • Increase the Advancement per 100 Cub Scouts ratio. • Increase the Advancement per 100 Boy scouts ratio.

Erie Shores Council Boy Scouts of America Strategic Long Range Plan 2009-2013 Program Growth; Camping • To Increase the % of Erie Shores Council troops attending Summer Camp at Pioneer Scout Reservation. • To Meet or Exceed the National Standard for % of Boy Scouts attending Long Term camp. • To Meet or Exceed the National Standard for % of Cub Scouts attending day camp, resident camp, and family camp programs. • To Maintain the Council’s Success in Exceeding the Regional Averages for Boy Scout & Venturing participation in high-adventure camping.
Erie Shores Council Boy Scouts of America Strategic Long Range Plan 2009-2013 Program Growth; Activities & Civic Service (100th Anniversary) • To create a Council-wide Activities/Civic Services Committee that will consist of a cross section of committee members from each district and division (Venturing and Scoutreach) in the Erie Shores Council. To strengthen Cub Scout activities and initiatives to maintain and grow the Cub Scout numbers to carry them through to Boy Scouts and to sustain and grow our members. • Conduct an alumni board member 100th anniversary reception • Create relationships and engage in community relations and partnerships ( I.e., American Red Cross Blood Drives, Habitat for Humanity, etc…) • Increase and Promote the Scouting Image in the community. • Develop, plan, and implement activities for the Council's celebration of the 100th Anniversary.
Erie Shores Council Boy Scouts of America Strategic Long Range Plan 2009-2013 Program Growth; Order of the Arrow To attain and maintain Quality Lodge recognition and improve criteria measures every year. • To qualify as a Quality Lodge, Tindeuchen Lodge must renew its charter on time with appropriate fees and achieve the objectives set forth on the Quality Lodge petition. • The lodge complies with all requirements in the current printings of the OA Handbook, Guide for Officers and Advisers, Field Operations Guide, Guide to Inductions, and ceremony books. The council has only one Order of the Arrow lodge organization. • The lodge experienced positive growth in its membership. • The lodge inducted a minimum of 30% of its eligible Ordeal members into Brotherhood.
Erie Shores Council Boy Scouts of America Strategic Long Range Plan 2009-2013 Program Growth; Order of the Arrow Continued… • The lodge conducted one or more Lodge Leadership Development (LLD) courses with qualified instructors and used the current LLD materials (available at www.oa-bsa.org) to train lodge and chapter officers, lodge and chapter committee chairmen, and their advisers. Collectively, the LLD courses were attended by a minimum of 75% of all members eligible to attend. • The lodge completed service projects for the council camp or service center, and a council-approved community service project. A written report for each project was included in the lodge annual report. During the year, lodge members contributed an average of three hours of service per person. • After contacting each troop and team in the council, the lodge conducted elections in every unit desiring an election. The election teams were trained and all team members were in proper uniform during each unit election.
Erie Shores Council Boy Scouts of America Strategic Long Range Plan 2009-2013 Program Growth; Order of the Arrow Continued… • Following a review of the Order of the Arrow 2008-2012 Strategic Plan, the lodge Key 3 met with the council Scout executive to identify ways for the lodge to be more effective in cooperating and coordinating with council programs and events. The lodge calendar permits members to actively participate in unit, district, and council events. • The lodge leadership actively participated in the development and implementation of the council’s plan for the promotion of the council camping, high adventure, and other outdoor programs. Working closely with district and council leadership, the lodge camping promotion committee helped establish and conduct promotional contacts to a minimum of 75% of the troops and teams in the council. • The lodge contributed cash, materials, or both, to the council in an amount equal to at least $2.00 per lodge member.
Erie Shores Council Boy Scouts of America Strategic Long Range Plan 2009-2013 Program Growth; Order of the Arrow Continued… • The lodge submitted a written annual report of accomplishments to the council executive board. • Additionally, the Lodge Key 3 and the council Scout executive must jointly identify and approve five additional objectives to accomplish. These objectives may come from those listed on the petition for Quality Lodge.
