This article provides a brief description of CULT, a national organization with a network of credit unions in Thailand, along with significant accomplishments, challenges, and solutions of the ICT Capacity Building on IT@COOP Project led by Ms. Kruewan Chonlanai.

What is CULT? • CULT is a national organization with a network of 1,277 Credit Unions, with more than 759,977 individual members, from all over Thailand (as: December 31, 2007)

ICT Capacity Building on IT@COOP Project in Thailand
IT@COOP Project Background • Information Technology for South East Asian cooperatives • provides poverty-oriented cooperatives in Southeast Asia with IT skills and stimulates virtual
IT@COOP Project Background • Cooperation by the Asian Women in Co-operative Development Forum (AWCF) and InWEnt - Capacity Building International, Germany • Supported by the German Federal Ministry for Economic Cooperation and Development (BMZ)
IT@COOP Project Background • implemented by the Credit Union League of Thailand (CULT), Thailand, the Forum for Indonesian Cooperatives Movement (FORMASI), Indonesia and the National Confederation of Cooperatives (NATCCO), Philippines
Significant Accomplishments • Analysis of Training Needs • Signed MOU • ModulesDesigns(24 Modules) • Selected Pilot Co-ops and participants • established IT Training center with 20 Laptops • Social Marketing Workshop • Conducted Training on Trainer on IT(TOT on IT) for 100 day with 20 participants • Transfer Knowledge and Skill to Co-ops members • Member Services on IT • Evaluation and Monitoring

IT Technical Modules were : • Introduction to Computer & Operating System • Internet & Email • Msn messenger • MS Word • MS Excel • Adobe PhotoShop • MS PowerPoint • MS Publisher • Database Management by Access • Web Design and Develop • Free Open Source software • Software Maintenance • Advance Hardware/Software Maintenance • PC Networking
4. Selected Pilot Co-ops and participants • 10 Primary Credit Unions and CULT • 20 Participants
5. CULT’s ICT Training Center was established with 20 Laptops
6. Conducted Social Marketing Workshops • To inform and get commitment from Credit Unions about it@coop project
8.Transfer Knowledge and Skill to Co-ops members • Conducted TOT 2nd wave for 15 days with 14 participants for 5 Modules • Conducted IT training for Member/staffs/BOD of CUs and Community
A total of 1,241 participants for co-ops staff/BOD/members as 64% women and 36% men were trained since January - November 2007 have been trained by IT Specialists
9. IT Training Center Services • CULT provides computer room (70 USD/day) and laptops (7 USD/set/day) can be rented • Conduct training/ to be trainer /Services on IT • Voucher System for member • Services for Web design for CUs • Web Hosting Services
10. Evaluation and Monitoring • Visited and Meeting with BOD of CUs • Collected the performances of IT specialists, monthly reports • Database of IT Training and services • IT Networking
IT Specialists respond a lot of tasks to do not only IT Specialists tasks IT specialists should transfer their knowledge and skill to others. Finally, they will have a team of IT experts who can assist IT specialists at same time The ICT policy of credit unions should be enacted obviously Challenges Solutions
How to encourage farmer (member of Credit Union) to access information technology and what kind of technology to support them to connect with daily life and daily work Use the various media or promoting channels to encourage the farmer such as community radio and training Challenges Solutions
