CSP Renewal Process • To ensure orderly transition from the current Canadian Sport Policy to its successor post-2012 Review Stage - 2010 • CSP evaluation (report in Spring 2010) • Focused consultations in each government jurisdiction • Renewal workshop (October 2010) Renewal Stage - 2011 • Consultations in each jurisdiction (April – June 2011) • National gathering (November 2011) • Policy validation (January 2012) • Presentation to Ministers of Sport (April 2012) 2
CSP Renewal ProcessReview Stage 2010 - Conclusions • CSP has made significant contributions to sport in Canada and it should be renewed. • Renewed policy should build on the existing framework and address its design and implementation weaknesses • Renewed policy should continue to address a broad interpretation of sport • Renewed policy should have a stronger narrative to drive the relevance/ implementation at the community level. • All four goals (Participation, Excellence, Capacity, Interaction) should be maintained but possibly re-defined and/or re-arranged. 3
CSP Renewal ProcessReview Stage 2010 – Conclusions (continued) • “Participation” should be better defined, and “Capacity” and “Interaction” should be more rigorously developed and supported. • Role of “community-building” through sport as a potential goal requires more discussion. • Broad and extensive consultations should be conducted as the basis for developing a new policy. 4
CSP Renewal ProcessRenewal Stage 2010 Key principles in carrying out next stage of consultations and design of new policy • Need for stronger linkages with stakeholders at the community level • Benefit of incorporating fundamental long-term participant/athlete development concepts into new policy • Desire for a broad, expansive and inspirational vision for the sport policy that includes the positive contribution of sport to a wide variety of societal issues • Benefit of a narrative or story-line for the policy, emanating from the vision statement so the policy has broader resonance. 5
CSP Renewal ProcessRenewal Stage 2010 Key Principles (continued) • Design of the new policy to serve as a “roadmap” and provide direction (in a non-coercive manner) for governments and the sport community, from community to national level, but allows stakeholders to contribute in their own way. • Need for a mechanism to enable NGOs and other sectors to formally endorse or affiliate with the new policy and contribute to some or all of its objectives. • Need for a performance management strategy to ensure that the policy is developed according to leading-edge practices, and so that progress can be measured, monitored and managed throughout its lifespan. 6
CSP Renewal Process Consultations April – June 2011 Objectives • Obtain information from Canadians in general as well as targeted populations on issues related to content of the new policy • Continue the process of engaging the sport community in the development of the new policy • Engage targeted non-sport sectors in the development of the new policy • Ensure that the input and feedback from the consultations is collected and considered in the development of the new policy 7
CSP Renewal ProcessConsultations April – June 2011 Targeted populations • Canadians (by polling TBC) • National-, provincial/territorial-, and community-levels sport stakeholders • Targeted under-represented populations • Federal, provincial/territorial, and municipal governments • Related sectors, “primary” status: Recreation, Health, Education, and Youth • Academic and research communities • Official language minority communities 8
CSP Renewal Process Consultations April – June 2011 • In-person consultations led by governments in their respective jurisdictions • E-survey available on SIRC/CSP Renewal website • Consultations and e-survey based on set of 15 questions (plus sub-questions) identified to inform the writing of the new policy
CSP Renewal Process Next Steps • National “gathering” to review draft policy - November 2011 • Policy validation – final consultation with sport communities – January 2012 • Presentation to Ministers of Sport for endorsement – April 2012 10
