  9. EFFECTS 3. PLATT AMENDMENT • U.S. granted Cuba independence in 1901, w/ conditions: • Cuba can’t make treaties with other countries against U.S. • U.S. permanent military base at Guantanamo Bay

  10. Rough Riders – volunteer troops who fought with Army in Cuba • Commanded by Lt. Colonel Theodore Roosevelt • Left civilian job to join “splendid little war” • Consisted of cowboys, ex-convicts, upper class adventurers • Led charge to take San Juan Hill outside of Santiago

  11. EFFECTS 4. AMERICA ASSUMES NEW ROLE IN the World: • U.S. has an empire and a new stature in world affairs. • The war marked a turning point in American foreign policy • Hawaii annexed to be Navy refueling station

  12. Problems… • Filipinos led revolt against American annexation • 1901 Insular Cases – Supreme Court rules that people in foreign lands don’t have same constitutional rights • 1900 Foraker Act – Puerto Ricans granted limited self government • Full citizenship in 1917
