  9. Auditor’s Report Dear Members, Again I have been asked to review the books and records of the Mississippi Lakes Association for the year ended December 31, 2012. This review consists of the checking of invoices and deposits with respect to the bank statements and ledgers. As in the past, I have found the records, as prepared by Bryon Edwards, to be complete and thorough. If I can be of any further assistance, please do not hesitate to contact this office. Fee Increase • FOCA has increased its fees • Last year’s shore associations produced 596 members @$5 = $2980 • FOCA’s new fees are $3.25 per member plus base fee of $125 • Assuming same # of members, FOCA membership cost this year is 596 X 3.25 + 125 = $2062 • Therefore each member generates only (2980 – 2062)/596 = $1.54 each • This will not be enough to meet our needs • Therefore we propose next year fees should be $7.50 Mississippi Lakes Association

Water Levels Water level data from MVC MLA volunteers provide weekly rainfall data to MVC MVC website provides water level & flow data Graph updated weekly on MLA Website includes year to date levels, historical average levels and target range useful to determine whether water level changes may affect docks and boat lifts Water levels and flows normal for this time of year Mississippi Lakes Association Mississippi Lakes Association 21

Marker BuoysJohn Miller • Purchased new marker buoys from Go Deep International • Paid for by donations from: • Craig Shore $80.00 • Lake Park Hunt & Fish $100.00 • Grasshopper Point $75.00 • Ebbs Bay $100.00 • Twin Oaks $110.00 • Town of Carleton Place $670.00 • John's Marina $355.00 • Total$1,490.00 • All Marker Buoys were installed on 28 May, 2013 • Marker buoy locations shown on Website, Mississippi Belle, and laminated maps (for sale @ $5.00 per map) • Marker buoy co-ordinates for Magellan and Garmin hand held GPS units are available. Commercial Docks • John’s Marina • 66 moorings but on hold by order of MNR • MVC, Township and Dept of Transport have okayed • Now at Environment Study Review (ESR) stage • No information on how it will be operated • Residents in the immediate area organized and have created “Take Back the Lake” website • MLA objecting to overall impact on our Lake plus other specific issues raised in ESR Mississippi Lakes Association

Commercial Docks (con’t) • McCreary’s Resort • Installed over 900 feet of dock on Victoria Day weekend (May 18th to 20th) • Provides approximately 40 moorings • Letter of clearance issued by MVC May 13th • Email declaring that no Work Permit was required issued by MNR on May 22nd • This means no ESR required for this project • Put into use immediately • Use restrict to Resort visitors?? Commercial Docks (con’t) • Projects create major concerns for nearby residents • MVC struck-out on both projects • These projects could be the tip of an iceberg! • Six more properties abutting lake Zoned CT • Estimate about 700 boats currently on lake • Replication of this using all CT properties could put additional 500+ boats on lake • Represents a 70% increase in moored boats • causes a paradigm shift in our lake’s culture Mississippi Lakes Association

Commercial Docks (con’t) • What do we do?? • MLA has submitted 6 pages of comments on the John’s ESR (see our website) • Support the Take Back the Lake group • Object to this threat at every possible opportunity • badger your Township Councillors (Central Frontenac Township has passed a by-law restricting dock size) • Support the Lake Plan Mississippi Lakes Association

Water Quality Sampling Program History 2002 - MVC sampled Mississippi Lake (Watershed Watch Program–5 year cycle) 2006 - Initiated an Annual Sampling Program in partnership with MVC Followed the Watershed Watch Protocol 2007 - Lake Partner Program Sampling & Watershed Watch (MVC re-sampled) Although results are encouraging, MLA decided to expand on the program Mississippi Lakes Association

  33. 2012 Water Quality Sampling Re-sampled 4 sites with MVC’s Watershed Watch Program & Seine Netting Program Lake was sampled 3 times (May, July & September) Re-sampled with MOE Lake Partner Program (May) & OFAH Invasive Species Monitoring Program (July) Residents need to practice stewardship 2013 – Sampling is underway & will include Watershed Watch Program, Lake Partner Program & Invasive Species Mississippi Lakes Association 33

  37. “The Grape Vine” • Website has had wine page for several years • Based on advice from experts “from away” • Carleton Place LCBO now has full time wine consultant, “Robbie MacLeod” • This creates opportunity for a new local approach on which The Grape Vine is based • Robbie is responsible for the Vintages Boutique but has knowledge of all in store wine • HERE’S……………… ROBBIE Mississippi Lakes Association
